Dennis Peron, also an organizer of a ballot measure to legalize marijuana for medical uses, was arrested two months after state agents shut down his Cannabis Buyers Club and seized more than 100 pounds of marijuana. San Francisco's prosecutor and other local officials who had tolerated the club for years criticized the raid, which was ordered by California's attorney general, Dan Lungren. Cartoonist Garry Trudeau also ridiculed the raid in his Doones- bury comic strip, and Lungren responded by accusing Trudeau of encouraging a "wink-and-nod" attitude toward drugs. Patavino, the boy's school-bus driver, also was accused of giving the boy drugs, and stealing a ring, skateboard, videotapes and other possessions from the boy's Ihome. Huge Nigerian heroin network immobilized WASHINGTON — An interna- • tional heroin network run largely by Nigerian women was immobilized Friday with the arrests of 34 people from New York to Thailand, the, Justice Department said. The smuggling and distribution ring operated from Southeast ! Asia to U.S. cities including Boston, Chicago, Detroit and Milwaukee, Attorney General Janet Reno told a news conference. "We have scored another victory in the effort to stop the flow of . drugs into our country," said Reno, who praised "an unprece- : dented display of cooperation" 1 among local police in America, ' federal agents and law enforcement officials in Thailand, France and Britain. Mail bomb suspect rails against Alabama judge BIRMINGHAM, Ala. — A man . accused of killing a federal judge : with a mail bomb screamed at the judge overseeing his murder trial Friday, calling him an incompetent, lying slob. "I don't see how you sleep at night!" Walter Leroy Moody Jr. yelled at Circuit Judge William Rhea during a hearing before the jury was picked. ; Rhea, who set opening statements for Tuesday, asked Moody how he planned to behave once festimony got under way; I "Judge, there's going to be a lot Of outbursts," Moody said sharply. ; As a result, Rhea said Moody would be confined in a small room with speakers and a window looking into the courtroom. Business bounces back at NBC headquarters NEW YORK — Conan O'Brien taped Friday's show in a borrowed studio while his musical guests entertained hundreds of onlookers with a street concert while NBC cleaned up after a fire at its Rockefeller Center headquarters. Telephone service and some computer systems remained out of order on the lower floors of the 70-story General Electric building, but power was restored. "Non-essential" employees from NBC's workforce of 2,000 were asked to stay home as repair crews did a floor-by-floor sweep of the fire-damaged area, a spokesperson said. The host of "Late Night With Conan O'Brien," who staged Thursday's show from between the outdoor gardens and the ice- skating rink, taped Friday's show in the "Today" studio opposite the GE Building. From Wire Service Reports Feds submit proposals for jury instructions Government draws up plans in case of single trial for McVeigh and Nichols By The Associated Press DENVER — Trying to head off a constitutional challenge, federal prosecutors submitted a list of proposed jury instructions that could be given in the event U.S. District Judge Richard Matsch decides to hold one trial in the Oklahoma City bombing case. Prosecutors submitted two sets of jury instructions on Tuesday, one to be given before testimony began and another before jury deliberations began. During a three-day hearing last week, prosecutors argued a single trial was less expensive, and they said problems with evidence could be handled with special jury instructions. Defense attorneys said separate trials were needed to ensure suspects Timothy McVeigh and Terry Nichols are tried fairly. The suspects face murder, conspiracy and explosives charges in the April 19, 1995, bombing of the Arthur P. Murrah Federal Building. The explosion killed 168 people and injured more than 500 others. If convicted, they could face the death penalty. The brief also attempts to address problems with a key element of the government's case — statements by Nichols after his arrest implicating McVeigh. Matsch has ruled the statements cannot be used against McVeigh, but may be used against Nichols. Defense attorneys have said it would be impossible for jurors to ignore Nichols' statements at a joint trial when it came time to deliberate the case against McVeigh. Nichols told FBI agents he and McVeigh were near the Murrah build- ing three days before the bombing. He also told them that on the day before the bombing, he lent McVeigh his pickup truck, and that on the day after the bombing, he cleaned out a storage locker at McVeigh's request. "If Mr. McVeigh were being tried separately, this evidence could not be offered," federal prosecutors offered in their proposed opening instructions before testimony begins.
