(AP) From blighted burgs to budding boom towns, small communities are coming under the microscope of researchers hoping to find out what makes them tick and what could make them tick better. Norman R. Tyler, an instructor at the University of Michigan's college of architecture and urban planning, is in the final year of a two-year study of why some small towns are vital and growing and others are struggling. "Professionals like myself have always ignored small towns," he said. "They were always dealt with as myth, and I'm trying to separate myth from reality." Tyler, who is studying 39 Michigan cities with populations between 5,000 and 25,000, said he hopes to collect enough information to develop a model that can be used by other cities nationwide. "I'm trying to look at all the possible indicators that will represent whether a downtown is doing well or not," he said. "Small cities have very unique characteristics." James Barker, dean of the University of Mississippi school of architecture, said small towns are experiencing a surge in population and business growth unparalleled in this century, but many are in danger of losing the close-knit qualities that attracted newcomers in the first place. "The demographic shift to small cities occurred in the mid-1970s and appears to be continuing into the '80s," he said Wednesday. "People want to live where the sense of community is high. The downside is that many small towns are not prepared for this influx.'' Tyler noted that when General Motors Corp. conducted its nationwide search for a location for its Saturn auto-making complex, it took into consideration some of the elusive "quality of life" factors found in smaller towns, finally settling on the tiny Tennessee community of Spring Hill. But Barker predicted that Spring Hill "is not going to remain a small town any more. The mere arrival of Saturn is going to bring amazing change, and what attracted (GM) in the first place is going to be very l: difficult to retain." ; Tyler said his study will include s t towns ranging from Benton Harbor, "s one of the most depressed cities in ! , Michigan, to booming Howell, where :: a Japanese manufacturer is building USE YOURTAX REFUND NOW! a $40 million plant. Preliminary findings have shown that small cities are dealing with their resurgent popularity by adopting long-range planning techniques, he said. The University of Mississippi offers a master's program in small town design and has a unit called the Center for Small Town Research and Design, Barker said. "Polls have shown that Americans have always wanted to live in small towns," he said. "The problem is that the technology and employment didn't exist. Now it's feasible for them to do that." Barker said the center researchers found that many small towns can't cope with growth. "There are all sorts of interesting social and economic factors attached to this," he said "We're trying to make sure that the quality of life is maintained. We've found that this often extremely difficult." The worst mistake a small town can make is to duplicate the planning efforts of its more urban, populous counterparts, he said. "You can't apply urban design principals to small towns. It's like trying to put an overcoat on a child. Small towns are not little cities," he said.
