Inside lights on timers. A radio left on if you leave only for a short time. No name on the mailbox. "The current philosophy in these areas is the same one we have had since FHA began," he said. "They do not meet the realities of today's housing and money markets." Mr. Patterson, who said he would prefer that there be no limit on FHA loan amounts, added, "Short of that, I would accept replacing the limit with something like 150 per cent of the median price of houses in each area." With such an approach, Mr. Patterson said, "FHA could continue to function without repeated acts of Congress to bring it back closer to reality." Representative Jerry Patterson Calif.) says that "unless some very fundamental changes in our method of financing home ownership are made we will see a steady decline in the percentage of United States families who can own their own home." Mr. Patterson gave members of the legislative committee of the National Association of Realtors, holding their annual mid-winter meeting in Anaheim, his forecast of congressional activities in the next two years that will affect the housing market. Changes the congressman anticipates may be written into H.R. 1901, a bill that would extend for 90 days the one-quarter per cent differential for savings and loans. He called this is a critically important factor in getting savings into institutions that are primarily mortgage lenders.

Another change would permit federally chartered credit unions to offer members 30-year mortgages for principal residences in amounts up to 150 per cent of the median sales price of homes in their geographic area. Mr. Patterson, a member of the financial institutions subcommittee of the House Banking Committee, said the subcommittee will begin work on the bill at the end of this month. He alluded to another bill, one being prepared by the House and Senate Banking committees, that probably will call for a five-year extension of Regulation and retention of the differential at one-fourth of one per cent. This bill would allow savings and loans to make more mortgage loans over $55,000, he said.
