You try to make left turns without getting hit by a head-on." But state transportation officials say accident rates on Highway 8, which reflect an average of two fatal accidents a year since 1980, are comparable to similar roads in the Twin Cities metropolitan area. Road shoulder segments have been widened, but little else had been done as of last September, when the stretch saw its third fatality of the year. Leisa Slama, 40, of Chisago City was waiting to turn left off of Hwy. 8 when her car was rear-ended and then smashed by another vehicle. After more than 400 people met in October to express their anger and sorrow, state officials decided to earmark $2 million for signals, turn lanes and other safety improvements beginning this September.

"The time has arrived to do something," said Bruce Kastner, traffic studies supervisor for the Minnesota Department of Transportation. "It's hard to look at these things dispassionately, but we have limited resources. Before there were not enough accidents to justify installation of signals." U.S. Rep. James Oberstar, said last week he will seek $37 million in federal money for improvements that would begin in 1998.

However, the Republican-controlled Congress first must approve a budget with money for highway projects, and the size of that budget is "uncertain," he said. Log St. Cloud, reported at 9:56 p.m. Saturday that the rear window of her Chevrolet Celebrity was broken out. Damage: $150.
