Last month, the Fed disappointed many financial market participants when it cut interest rates by one-half percentage point, instead of the larger 75-basis-point reduction being sought by the stock market. The Fed's March decision was viewed by many private analysts as a signal the central bank was not going to be stampeded into action because the stock market demanded it. • Wednesday's decision, which came after financial markets had virtually abandoned hope of a rate cut before the Fed's next regularly scheduled policy meeting May 15, also underscores the Fed's long-stated view it is not basing monetary policy on what happens in the stock market. Indeed, some analysts said the stock market's improvement in recent days may have facilitated the easing by helping the Fed avoid the perception it was bailing out equity investors. "The stock market's behavior made this a more propitious time," said economist Louis Crandall of Wrightson Associates. To some extent, the decision to cut interest rates now may have been pre-ordained last month. When the Fed lowered rates by one-half point at its March 20 meeting, the accompanying statement signaled it could cut rates again before the May meeting. Indeed, it is not out of the question to wonder whether such a two-step easing process was a compromise between those officials who wanted to BRIEFLY cut rates by one-half point in March and those who favored a more aggressive 75-basis-point move at that time. Nonetheless, the timing of Wednesday's decision was a surprise since there were some hints, albeit tentative, that conditions in parts of the economy were stabilizing. The March increase in industrial production, the first in six months, raised the prospect manufacturing activity especially in the pivotal automobile sector, was nearing a bottom. Also, private surveys suggested some improvement in retail sales in early April. ; However, the Fed's explanation of its decision made it clear it is putting considerable weight on reports of profit shortfalls by major companies". The Fed indicated it expects the economy to remain sluggish, saying eroding profits threaten to depress capital spending. Combined with the likely drag on spending from the weaker stock market and slower growth, the sluggish outlook for capital spending "threatens to keep the pace of economic activity unacceptably weak," the Fed said. Less travel costly to top U.S. airlines Six of the nation's largest airlines posted hefty first-quarter losses Wednesday, blaming reduced spending by business travelers and higher costs for labor and fuel. United and Delta reported declining revenue. American, US Airways, Northwest and America West had increased revenues that were offset by the higher expenses.
