NAPLES DAILY NEWS Frl Aug 15 17S 3C NCAA Execs Take Action To Encounter Money Crisis CHICAGO (UPI) NCAA convention delegates Thursday approved rules changes to cut costs in five categories though they progressed through barely a third of more than 70 proposals to shave expenses for collegiate athletic programs In discussion prolonged by the need to vote on more amendments than there were proposals the delegates -Eliminated the $15 a month incidental cash benefits and course-related supplies furnished by the schools to athletes -Cut to 80 the number of grants for minor sports in Division I (the larger schools) -a 40 per cent slash -Cut the number of grants for minor sports in Division II schools to 60-another 40 per nation of supplies and incidental money could save as much as $135 per athlete Because the cuts on the number of grants in minor sports applies to the value rather than the number the slash would be about 40 per cent Though there were only 73 proposals to change (he rules a total of 90 amendments were filed before the deadline Most of the discussion centered on how much a cut should be imposed on grants-in-aid and on the proposals to limit the number of grants in minor sports Two proposals were withdrawn: one requiring that all aid be based on need and another prohibiting coaches in minor sports from recruiting off-campus Another proposal-to limit financial aid to mom board and tuition-was tabled Because NCAA President Jack Fuzak presiding at the session ruled that no proposals which were less restrictive than one already approved would be considered five proposals did not come up for discussion or vote Still the convention went through only 25 proposals and Fuzak who ran the meeting an hour passed its scheduled dose announced Friday's session would begin an hour early Dr Stephen Horn president of Long Beach State University in California charged from the floor that the convention had "already failed" by not cutting the number of grants more cent cut -and imposed limits of 60 grants in football and 12 in basketball for Division II institutions grants for football for Division I schools from 105 to 95 with a limit of no more than 10 each year -Cut the maximum number of grants for basketball for Division I schools from 18 to 15 with no more than six in one year Still to come was action on restrictions on recruiting contacts on NCAA-control of tenders of grants-in-aid tryouts and limitations on coaching staffs The cut in grants-in-aid for Division I schools could reduce their budgets approximately $25000 per year for football and $7500 in basketball The elimi than it did Horn supports the idea of sharing the wealth from football bowl receipts television and the NCAA basketball tournament among all members Horn had suggested a cut in the number of grants which would have reduced them to 65 for Division I football over three years "I think fans would go out to see 65 grants-in-aid play" he said "and you'd still have the revenue and eliminate the large expenses "1 notice the council wants to limit the traveling squads to 48 and the home squads to 60 and I can't see why you need 95 grants Is this the raw meat for practice?"
