Feb. Daily Times, St. Cloud, 19D Most extensive TV effort yet planned for Winter Olympics By RUDY MARTZKE Aug. 15, about 50 ABC-TV personnel assembled in an old Manhattan warehouse on the Hudson River for a weeklong dry run of the 1984 Winter Olympics. Using a $30 million control center, the production workers and technicians practiced for the Feb.

7-19 Olympiad here, relying on tapes from the 1980 Lake Placid Winter Games to simulate events and conditions. The "War Games" unit, headed by ABC Olympics coordinating director Roger Goodman, polished pacing and roles and became familiar with new equipment. The center itself went through a stress test: It had been constructed in Los Angeles, disassembled and trucked 2,850 miles for use in New York. After rehearsal, it was broken down again and shipped with the equipment by boat to Rotterdam, Netherlands. Upon arrival Oct.

17, it took another 30 trucks and three days to haul everything to Sarajevo, where it was reassembled in ABC's wing of the International Broadcast Center built specifically for the Winter Olympics. ABC says the procedure is easy. "Three years ago, I was apprehensive," said Jeff Ruhe, ABC's coordinating producer of both the Winter and Los Angeles Summer Olympics. "But one year before the Sarajevo Games, the Yugoslavians had finished all the venues. And six months before the Games, we were on line with our plans." Sarajevo will be the fifth and most extensive Winter Olympics ABC has televised.

The network, which paid $91.5 million for the U.S. rights, will televise hours in prime time in 13 days. Total costs, including production equipment and promotion, will run about $200 million. In contrast, ABC, spurred by executive producer Roone Arledge, bought the rights to the 1964 Winter Olympics in Innsbruck, Austria, for $597,000. Of the hours televised, only 8 were in prime time.

Sarajevo is no small operation. ABC will employ 900 people, including 103 European technicians, and use 58 of its cameras in addition to film provided by 103 cameras of JRT, the host Yugoslavian network. Total Hours: 63.5 over 13 days. Prime Time Hours: 42.5 ABC will have 36 videotape machines and 188 miles of cable 150 in the broadcast center. In 1964 at Innsbruck, ABC personnel operated in a studio the size of an average apartment, according to anchorman Jim McKay. "We had four tape machines in the basement of the building, and our people had to stand in cement that hadn't dried," he said. "Everything was hurry-up because we only got the satellite for live transmissins to the U.S.

for 13 minutes at a time." Almost 170 million Americans will tune in some portion of the Winter Olympics. Sponsors are paying $250,000 for each 30-second prime-time commercial. "People raised their eyebrows when we paid $91.5 million for the rights," said Julius Barnathan, presdient of ABC Broadcast and Operations. "But the time is almost sold out. It's been worth it." Planning for the Sarajevo Games began in January 1980 when network officials toured Yugoslavia to gather data for the bid, which was awarded to ABC, beating out CBS, the following June.

"I realized then how the history and cultural differences of the country leap out at you," Ruhe said. "The Olympics are a total event, not just sports, and our coverage will reflect the total story." To try to capture the spirit surrounding the event, ABC's "Up Close and Personal" unit has traveled the world, producing 65 threeto five-minute segments on potential medal-winners and historical and cultural features. Once again anchoring the telecasts will be McKay, 62, covering his ninth Olympics. Other reporting assignments: Frank Gifford and Bob Beattie, skiing; Al Michaels, Ken Dryden and Mike Eruzione, hockey; Dick Button, Peggy Fleming, figure skating; and Eric Heiden, speed skating. The network ordered equipment in mid-1982 specifically for the Olympics.

"In Lake Placid in 1980, we had 500 available colors," Barnathan said. "Now, in this age of the computer, we have 5,000 colors that we can animate. Within 10 seconds from when a goal is scored in a hockey game, we can play the goal back in animation. Why, we can make a flag wave." More than 400 rooms in six hotels have been reserved for ABC personnel. When the Olympics are completed, the equipment in ABC's control center will be dissembled once again and shipped to Los Angeles for use in the Summer Olympics.
