Homes are priced around $28,000, say residents. In the winding streets, there are boats and dune buggies parked In the paved driveways. Lawns are neatly kept.

Many of the children have 10-speed bicycles and expensive baseball equipment and minibikes. BOTH DONNIE and Billy's homes had pools. They were well-dressed young men, friends say. They had bicycles1, and apparently as many possessions as any of their neighborhood children. Saturday night, Billy ate dinner at Donnie's home.

Then, Donnie went with him to spend the night at the Garland House. A relative of the Balthazor's says this was unusual. Donnie seldom strayed from home or went out after dark. Donnie told his parents, however, that William Garland's parents were home. If they had known the Garlands were gone, a relative says, they would never have let Donnie stay with Billy.

SOMETIME SATURDAY night, or early Sunday morning, the two boys found an unlocked car in their area. there when WFTV was testing, assuring cable homes of ABC programs which include, this week, the Watergate hearings Thursday from the U.S. Senate Chambers and the U.S. Open Golf Tournament Saturday. WHEN WFTV was off the air this weekend, Hudgens said the FCC gave him permission to carry ABC programs from the affiliate in Tampa.

WDIZ-FM, knocked off the air with the tower toppling, announced it would construct a 250-foot antenna which would permit, the station to return to the air in three to six weeks. The tower, should carry a signal and power equivalent to that of the giant tower and reach 75 per cent of the area the station previously covered, a spokesman said. When the new skyscraper tower is finished, WDIZ-FM wilt attach its antennae to its 850-foot level, the spokesman added. ENGINEERS AT WDBO-FM, also a tenant on the downed structure, were evaluating several towers in the area, the one at Texas Avenue and an AM tower in Eatonville among others. A spokesman was unable to say when the station would return to the air, but thought it would be within a week or two.

What caused the structure, 565 feet taller than the Eifel Tower, to collapse is unknown. Workmen from Tower Maintenance Co. of Florida were installing educational television Channel 24 antennae to It when it fell shortly after noon Friday. Chiles, 4908 Center Drive. Mrs. Chiles says the car disappeared silently. Apparently the pair pushed it down the driveway, then managed to hotwire the ignition. Police began chasing the Mercury compact car in Wildwood around 10 a.m.

Sunday. Police Capt. Ed Ly-num saw the car "wobbling" and "acting funny" and he began to pursue it. LYNUM SAID he followed the car at speeds as high as 110 m.p.h. as it raced along the wrong side of the road in heavy traffic, weaving in and out.

The car went on and off the roadway. The auto skidded off U.S. 301, near the Summerfield city limits in South Marion County, and crashed into a tree. Donnie, whom police say was driving, was thrown from the car and killed instantly. William died before an ambulance arrived.

THE DAY AFTER the boys were killed, 12-year-old Joe Coarsey, a friend said: "They ruined their lives when they took that car. They had a good life coming to them, but they ruined it." And friends and relatives alike were left wondering why. which new economic controls and possibly tax measures would be announced. Mr. Nixon rejected a milder program of wage-price control submitted by his economic advisers last week and called for tougher measures, officials said.

MEANWHILE, SENATE Democrats, moved Monday to force an early vote on a 90-day wage-price freeze to control inflation. Sen. William i D-Wis introduced the freeze proposal as a rider to the $613 million authorization bill for State Department operations during the 12 months beginning July 1. WFTV manager Walter Windsor said the station was taking a telephone survey to determine how far its picture reaches from the considerably lower temporary structure, loaned to the ABC affiliate by Southern Bell Co. the temporary tower was trucked here from Atlanta and erected over the weekend. WINDSOR SAID he thought the signal would reach Brevard County, but termed the Daytona Beach area "critical.

We really don't expect that much from this setup." The television station plans within four weeks to erect a 500-foot tower for its antenna, if, as expected, the Federal Communications Commission approves the interim plan. Hopes are to rebuild the fallen tower within a year. WDBO-TV, which also used the Bithlo sending base, returned to the air Friday by switching to its old tower on Texas Avenue near West Colonial Drive. A WDBO spokesman said viewers should have their antenna pointed toward West Orlando to improve reception. JAMES A.

Hudgens, Orange Cablevision, Inc. regional manager, said his 350-foot tower in Winter Park was receiving a clear Channel 9 picture for homes on the Orlando and Winter Park cables. He thought there might be difficulties in cable reception at Sanford, Winter Springs and Kissimmee because of the lower Bithlo signal, but would check these areas today. Landing May Cost Pilots E1 I The Miami and Opa-Locka runways are parallel but about eight miles apart, Frazier said. "We were prepared for them because we got a call from Miami," said Sam Hamilton, chief controller at Opa-Locka tower. Opa-Locka has no radar facilities but the runway is 8,000 feet long and "ample for that type of plane" said Hamilton. Tom Hardy, a control tower supervisor at Fort Lauderdale when a similar incident involving a Northwest Airlines 727 took place in May 1969, said almost every airport along Florida's east coast has a main lighted runway on an east-west line because of prevailing offshore winds. "They all look very similar at night," he said.
