Daily Times, St. Cloud, Minn. of the County Auditor Steerne County, Minnesota Tuesday, October 17, 1978 Regular Session 9:00 o'clock A.M. The Board of Stearns County! Commissioners was called der by Keith H. Maurer, Chairing man, with all members present.

A public hearing was held on the application of Glenn M. Augustine for a County On Sale and County Sunday On Sale Intoxicating Liquor License at the Castaways Club in St. Augusta Township. Motion was made by Commissioner Dickhaus, seconded by Commissioner Gambrino and carried unanimously to grant County On Sale and County Sunday On Sale Intoxicating Liquor License to Glenn M. Augustine Castaways Club in St.

Augusta Township. Motion was made by Commissioner Kremer, seconded by Commissioner Dickhaus and carried unanimously to approve new plat known as WESTWOOD PARK PLAT 3 containing 127 lots in part of Section 6 Township 124 Range 28, St. Cloud Township. Motion was made by Commissioner Gambrino, seconded by Commissioner Konz and carried unanimously to make a permanent transfer of $113,294.52 from the Revenue Sharing Fund to the Road and Bridge Fund. The Board authorized Chuck Wocken to attend the National Institute on Park and Grounds Management conference in Denver.

Colorado. Motion was made by Commissioner Konz, seconded by Commissioner Kremer and carried unanimously to cancel oid outstanding Warrants 7056. 40193. 47336,47411,55162, 57219, 79064, 79683, 22909. 27203, 33548, 64589, and 67367 amounting to $1,355.60 to be credited to the Reveune Fund and to cancel Warrants 70497, 71470 and 78833 amounting to $19.04 to be credited to the Road and Bridge Fund to to cancel all Fund checks still outstanding for the years 1969 through 1976 amounting to $191.20 to be credited to the County Revenue Fund.

Motion was made by Commissioner Kremer, seconded by Commissioner Gambrino and carried unanimously to grant an On Sale License to Sell Non-Intoxicating Malt Liquors to Powder Ridge Ski Corporation in Maine Prairie Township for the period November 1, 1978 thru April 30, 1979. Motion was made by Commis-ling sioner Kremer, seconded by Commissioner Gambrino and carried unanimously to adopt the following resolution: WHEREAS, Minnesota Statutes, Chapter 282, provided for Tax Forfeited land sale; NOW, THEREFORE, IT IS HEREBY RESOLVED, By the County Board of Stearns County, Minnesota, in session the 17th day of October, 1978 that the County Auditor be and is hereby directed and authorized to seil any such tax forfeited lands subject to sale and as provided by the Minnesota Statutes, Chapter 282, for cash or on terms as adopted by the County Board; PROVIDED FURTHER, That as required by Minnesota Statutes, Chapter 284.28, at the time of sale of a parcel of tax forfeited land, the County Auditor shall charge and collect in full, an amount equal to percent of the total sales price of land, which amount is in addition to the sale price of the land. The amount so collected by the auditor shall be deposited in the state treasury and credited to the tax torteited land assurance account; PROVIDED FURTHER, That in the event the sale is made on terms other than for cash only, a payment of at least Twenty Percent of the purchase price shall be made at the time of purchase, but that no tract be sold on terms unless the appraised value thereof exceeds the sum of Five Hundred Dollars ($500.00) and thereupon, that balance shall be paid in not to exceed four equal annual installments, bearing interest at the rate of Four Percent per annum. No standing timber or timber products shall be removed from these lands until an amount equal to the appraised value of all such timber or timber products as may have been standing on such lands at the time of Purchase has been paid by the purchaser provided, that in case any parcel of land bearing standing timber or timber products is sold at public auction for more than the appraised value, the amount bid in excess of the appraised value shall be allocated between the land and the timber or timber products shall be removed from such land until the amount of such excess bid allocated to timber or timber products shall have been paid in addition to the praised value; PROVIDED FURTHER, That the failure of the purchaser or any person claiming under him, to pay any of the deferred install- Oct. 31, 1978 ments with interest, or the taxes, or to comply with any conditions that may have been stipulated in the notice of sale or in the Auditor's Certificate, shall constitute default; and the state may, by order of the County Board durthe continuance of such default, without notice, declare such certificate cancelled and take possession of such lands and may thereafter resell or lease the lands in the same manner and under the same rules as other lands forfeited to the state for taxare sold or leased.

Attorney Orrin Rinke, the St. Wendel Township Board and a delegation appeared before the Board to discuss the water problem from County Ditch The Board authorized the County Surveyor to view County Ditch Attorneys Jerome Perry and Dennis Neeser appeared before the Board to discuss the drainage of County Ditch and County Ditch The Board authorized Chamberlain Engineering Company to view County Ditch Earl and Marie Skaj, owners of the Rockville Bus Service, appeared before the Board to discuss the added cost of bussing children to school because of the collapsed Rockville Bridge. The Board advised them to see an attorney. Robert Donnay appeared before the Board to discuss the drainage problem on his property along CSAH-48 and his request for a permit to place a tile line under said road. Motion was made by Commissioner Gambrino, seconded by Commissioner Dickhaus to grant said request which would allow a tile line to be placed under CSAH-48.

A roll call vote was taken with Commissioner Dickhaus voting yea, Commissioner Gambrino voting Yea, Commissioner Konz voting No, Commissioner Kremer abstaining and Commissioner Maurer voting Yea. Motion carried. Dave Rosebaugh, Minnesota Counties Research Foundation, and Roma Steil, County Nursing Director, appeared before the Board to explain the Community Health Services Plan. Motion missioner Kremer and carried unanimously to adopt the following Commissioner Gambrino, seconded by Commissioner Kremer and carried unanimously to adopt the following Commissioner Gambrino, seconded by Commissioner Kremer and carried unanimously to adopt the followresolution: WHEREAS, Stearns County meets the requirements for participation in the Community Health Services Act; WHEREAS, Stearns County has prepared a comprehensive health services plan according to the Community Health Services Act; BE IT RESOLVED, That the County Board of Commissioners for Stearns County approve the Community Health Services plan, budget and subsidy application; BE IT RESOLVED, That the County Board of Commissioners of Stearns County designate themselves as Health Services plan, budget and subsidy application; BE IT RESOLVED, That the County Board of Commissioners of Stearns County designate themselves as the Stearns County Health Board (according to Minnesota Statute 145.913); BE IT FURTHER RESOLVED, That the Community Health Services plan be submitted to the Minnesota Department of Health designating Roma Steil as the authorized official. IN WITNESS WHEREOF, the Stearns County Board have caused this resolution to be executed by their chairman.

Jerry Eilers and Cheryl Josephs appeared before the Board to report on the Stearns County Housing and Redevelopment Authority Program. Representatives from St. Cloud and Le Sauk Townships, and the City of Stephen, Tom Kurpius, and Ed Pikarski appeared before the Board to discuss the assessment procedure of the Stearns County Assessor's Office. Motion was made by Commissioner Kremer, seconded by Commissioner Konz and carried unanimously to cancel $513.98 in 1978 taxes for Fridioin V. Nathe, City of Melrose, because his property was double assessed; and to cancel the following 1978 Mobile Home taxes because of double assessment: LeRoy Rose, Fair Haven Township, $178.38, Charles Grey, St.

Cloud Township, $42.98, Larry W. Berg, St. Cloud Township, $82.98, Roman Steichen, St. Joseph Township, $292.36, Ronald Robak, Wakefield Township, and to cancel $62.62 in ap-1978 Mobile Home taxes for Herb Hesse, Wakefield Township, because mobile home was part of a dealers inventory. Duane Schiffler appeared before the Board to discuss the old County Highway Garage in Albany.

The Board authorized the County Auditor and County Engineer to advertise for bids for the sale of (County Hiway Garages) Lots 7, 8, 9 Block 2, Theisen's 2nd Addition to the City of Albany and part of Section 10 Township 122 Range 32, Paynesville Township, together with the garage buildings located thereon. A petition was received by the Board requesting that County Road be improved. Said petition was ordered filed. The Board authorized the County Auditor and County Engineer to advertise for bids for the replacement of the Heims Mill Bridge on CSAH-1 and the Rock-1 ville Bridge on CR-139. Motion was made by Commissioner Kremer, seconded by Commissioner Konz and carried unanimously to adjourn.

Joseph (Rose) Swedziak, 78, formerly of Royalton, died Monday at the St. Cloud Hospital. Funeral services will be 10:30 a.m. Thursday at Holy Trinity Catholic Church with the Rev. Val Klimek officiating.

Mrs. Swedziak was born April 30, 1900, in Morrill Township to she late Mr. and Mrs. George Ritzko. She married Joseph Swedziak in 1916 in Morrill.

The couple farmed in the Morrill area until retiring to Royalton i in 1967. include sons and daughters, David, Little Falls; Donald, Opole; Mrs. Ray (Louise) Sauer, Royalton; Mrs. Stella Bruneau and Mrs. Bill (Lucille) Fussy, Minneapolis; Mrs.

Rhiny (Loretta) Winscher, Buckman; sisters, Mrs. Gust (Susie) Ratka, Foley; Mrs. P.C. (Polly) Krohn, St. Cloud; 24 grandchildren and 30 great-grandchildren.

Martin to the late John and Margaret (Haehn) Mondloch. He married Martha Kolb of Melrose Aug. 21, 1928. He attended St. John's University, Collegeville, and was a former school teacher in rural Morrison and Stearns Counties.

He was a tax consultant and owned and operated Mondloch's Trading Post in Little Falls until retiring in 1976. He had been a 1978 and was a member of the resident of St. Cloud since April Little Falls Council of the Knights of Columbus, Crosier Apostolates and St. John's Associates. Survivors include his wife; daughters, Ray (Betty) Kampa, Mrs.

James (Francella) Stockman and Marvin (Elaine) Binstock, St. Cloud; Mrs. Jerry (Clarice) Mrs. Eidenshink, (Darlene) Kingsville, John ki, Fridley; sisters and brother, Mrs. Elizabeth Olmscheid and Mrs.

Charles (Magdeline) Sinclair, Cold Spring; Mrs. Al (Veronica) Dold, St. Martin; Val, Escondido, 28 grandchildren and one great-grandchild. 1915, in Princeton. She died July 12, 1946. He married Rose Geistfeldt July 1, 1951, in Anoka. He was employed as a farmer and heavy duty operator in gravel work in the Princeton area until his retirement. He had been a resident of Truman for the past 20 years.

Survivors include his wife, Truman; daughters, Mrs. Walfred (Margaret) Newstrom, Aitkin; Mrs. William (Marjorie) Hamann, Anoka; Mrs. Walter (Helen) Tansey, Syracuse, N.Y.; Mrs. LeRoy (Jeanette) Haroldson, Mankato; step-daughter and step-son, Mrs.

Chauncy Martin, Pelican Rapids; Harold Geistfeldt, Sheridan, 11 grandchildren and 12 great-grandchildren. He was preceded in death by brothers, Ralph and Earl.
