Weeks, 73, recipient of Soldier Medal BRIDGEWATER Emerson A. Weeks, 73, died Thursday (Feb. 1, 1990) at Somerset Medical Center in Somerville. Born in Brooklyn, N.Y., he lived in North Plainfield from 1950 to 1972 before moving to Bridgewater.

Mr. Weeks earned a bachelor of science degree from Rutgers University. He joined the Rutgers staff in 1947 as an accountant and held several positions, including administrative assistant and supervisory accountant. In 1966, he was appointed director and business manager for the university's physical plant division. Four years later, he became business administrator of the Rutgers Newark campus.

He remained in that post until his retirement in 1976. From 1942 to 1946, he was a staff sergeant serving with the 82nd Field Hospital in the Pacific during World War H. Mr. Weeks was awarded the Soldier Medal for acts of valor in saving a fellow soldier's life on Okinawa. Surviving are his wife, Virginia McLean Weeks; a daughter, Ruth Weeks of Hopatcong; a son, Thomas Harry Weeks of Cardville, and two grandchildren.

Arrangements are by Cusick Funeral Home in Somerville. his home at 3 a.m yesterday, while Carter was spotted by Haley in the 700 block of West Third Street shortly after 9 p.m. Thursday. Carter was identified as the brother of James Carter, 27, of the West Third Street address, one of three men who suffered pellet wounds when they came out of the bar that night Carter was hit by one pellet in the lip, while Khalid Weston, 19, of 474 W. Fourth St.

suffered a wound of the head, and Robert Hinton, 23, of 321 Lee Place was hit in the leg. Driscoll said the Criminal Investigation Bureau he heads is still investigating the stabbing of Edward Jackson, 20, of 719 S. Second during the shooting incident. He declined to say whether the pending warrant dealt with the stabbing or shooting. Driscoll said Willie Lewis, 27, of 327 Watson who was shot in the left forearm on Monday at the intersection of Prescott Place and West Third Street, is not cooperating with the police investigation.

Driscoll said, however, that detectives believe that shooting is related to the events on West Front Street four nights earlier. By TEK TALMONT Courier-News Staff Writer PLAINFIELD Two men have been arrested, and a warrant may be issued soon for a third suspect, in connection with a shooting and stabbing on Jan. 25 in the 1200 block of West Front Street Capt. John F. Driscoll identified Rodney Wise, 20, of 115 W.

Third as the man who wielded a shotgun outside a bar and fired at three people as they came out of the establishment. Wise has been charged with aggravated assault and unlawful possession of a weapon. He is being held on $10,000 bail. Driscoll said the second suspect, Tyrone Carter, 20, of 917 W. Third was at the scene of the shooting.

Carter also is being held on $10,000 bail on charges of terroristic threats and possession of a weapon. Driscoll credited Officer Dennis Haley with making both arrests, shortly after warrants were issued for the two men. Wise was arrested at LEGAL NOTICE BOROUGH OF NORTH LEGAL ternatlve former Piainfielder Russell Rudolph Buck, 79, died Thursday (Feb. 1, 1990) at his home in Newport News, Va. Mr.

Buck was born in Plainfield and lived in the city until moving to Newport News six years ago. He was a laborer for the Central Railroad of New Jersey in Elizabeth Port for 15 years, retiring in 1972. Prior to that he had worked for Mack Motors in Plainfield for 26 years. Mr. Buck was active with the Peninsula Agency for Aging in Newport News.

His wife, Gertrude Smith Buck, died in 1940. Surviving are two daughters, Gertrude Joyce Rhoads of Newport News, and Edith Elizabeth Buck of New Jersey, two sisters, Martha B. Bianculli of South Plainfield and Catherine B. Odd of Middlesex; three brothers, Johnny Buck of South Plain-field, Charles of Toms River and Walter of Garden Grove, three grandchildren; and two greatgrandchildren. Arrangements are by the Memorial Funeral Home in Plainfield.

Vito J. Conforti 65, won Purple Heart EDISON Vito J. Conforti 65, died Wednesday (Jan. 31, 1990) at Robert Wood Johnson University Hospital in New Brunswick. Mr.

Conforti was born in Newark and moved to Edison 27 years ago. He was a butcher for the Grand Union stores for 30 years, retiring in 1987. Mr. Conforti was an Army veteran of the Pacific Theater in World War II and was a recipient of the Purple Heart. He was a member of Local 464-A of the United Food Commercial Workers Union.

Surviving are his wife, Grace Saverino Conforti; a son, Vito Jr. of Hillsborough; a daughter, Judith Savage of Edison; two brothers, Frank of Hollywood, and Felix of Iselin; five sisters, Geraldine D'Ambola of Fairfield, Lillian Cicchino of Harrison, Theresa Petracca of Wood-bridge, and Josephine Conforti and Eleanor Conforti, both of Verona; and two grandchildren. Arrangements are by the Boylan Funeral Home in New Brunswick. Sabia M. Esoldo, 63, operated Gerri-Care WESTFILED Sabia M.

Esoldo, 63, died yesterday (Feb. 2, 1990) at her home. She was born in Plainfield and lived in Scotch Plains, settling in Westfield in 1986. She was an operator for Gerri-Care in Middlesex for over six years. She was a member of the St.

Nicholas Auxiliary of Scotch Plains and a member of St. Bartholomew Apostle Church in Scotch Plains. She was also president of the St. Nicholas Auxiliary. Her husband, James, died in 1969.

Surviving are a son, Louis of West-field; her father, Pasquale DiNizio and step-mother, Lucy of Scotch Plains; a brother, Nicholas of North Plainfield; and two grandchildren. Arrangements are by the Rossi Funeral Home in Scotch Plains. Eleanor B. Moss, 76, formerly of Scotch Plains Eleanor B. Moss, 76, died Tuesday (Jan.

30, 1990) at Jordan Hospital in Plymouth, Mass. She was born in Bayonne and lived in Scotch Plains before retiring to Plymouth in 1984. She was a homemaker. Her husband, Harry, died in 1980. Surviving are two sons, Richard of Plymouth and Kenneth of Coral Springs, a brother, Edward Marks of Plainfield; two sisters, Helen Kalkanis of Metuchen and Jennifer Loper of Carmel, and six grandchildren.

EXPANSION: Continued from Page C-1 While this second set of hearings would not be as extensive as the first, Yurasko said that Potamkin can expect a hard time if it asks the board to eliminate the conditions the board labored over in the first round. "I could see it being a problem," said Zoning Board Chairman Stanley Schneider. Several properties are involved, including the Loree Jon shopping center, which Potamkin owns but has leased out until 1992, Schneider said. A multiple-step toll Increase not to exceed 135 percent, on a compounded basis, for all vehicle classes, which is presently expected to be implemented, It adopted, through a 40 percent increase to be effective on or about June 1, 1990 a 40 percent Increase to be effective on or about January 1, 1992 and a 20 percent increase to be effective on or about January 1,1994. The Authority presently expects to adopt a schedule of toll increases on February 27, 1990. Born in Somerville, he was a member of two U.S. Winter Olympic teams in 1980 and 1984. With his cousin, Doug Bateman, he ran The Bateman Agency in Somerville, an independent insurance agency that they formed in 1988. Prior to that, he worked for Hughes-Plumer and Associates in Somerville from 1982-87 and The Elizabeth Agency in nni-lr Vsv 1 HO A DO Clark from 1980-82. He graduated from Somerville High School in 1974 and attended Johnson State College in Johnson, and the University of Vermont from 1976-79.

Mr. Bateman was a well-known New Jersey modified race car driver, competing at the Flemington Speedway and other tracks in New Jersey, Pennsylvania, Maryland and New York for the past 10 years. He was an accomplished squash player and collapsed and died Thursday evening during a squash match. In 1989, he won the National Luge Doubles Championship in Lake Placid, N.Y. Napier, 83, retired lieutenant colonel WESTFIELD James Baronet Napier, 83, died Thursday (Feb.

1, 1990) at home. He was born in Elwood, and lived in Westfield for many years. Mr. Napier was a retired electrical engineer and held various positions during his 35 years with the American Electrical Power Service Corp. in Indiana and in New York City.

He retired in 1971. Mr. Napier was a World War II Army veteran, retiring as a lieutenant colonel. A member of the First United Methodist Church in Westfield, he was its treasurer for more than 10 years after his retirement. Mr.

Napier graduated from Purdue University with a degree in electrical engineering. Surviving are his wife Bernice Goodwin Napier; two daughters, Julia Westerberg of Wheat Ridge, and Nancy Wilbourn of Wilton, a brother, Wilbur Paul Napier of Cherry Hill; and a granddaughter. Arrangements are by the Gray Funeral Home in Westfield. Andrew F. Grosse, 63, World War II veteran PLAINFIELD Andrew F.

Grosse, 63, died Jan. 26, 1990 at the Veteran's Medical Center in East Orange. He was born in Buffalo and lived in Florida before going to Plainfield in 1980. He was a security guard for 10 years with Bell Security in Piscataway. An army veteran of World War II, he was a member of Disabled American Veterans, and a life member of the Veterans of Foreign Wars of Plainfield.

He was also a member of the American Legion of South Plainfield and a member of the First United Methodist Church of Scotch Plains. Surviving are two daughters, Patricia and Roberta; two sons, Jeffrey and Paul; and one sister, Margaret Novack. Arrangements are by Rossi Funeral Home in Scotch Plains. Kathleen Babbitt, 76 FANWOOD Kathleen Walmsley Babbitt, 76, died yesterday (Feb. 2, 1990) at home.

She was born in Bolton, England, and lived in Fanwood. She was a member of the Fanwood Presbyterian Church in Fanwood and a member of the Women's Circle of the Fanwood Presbyterian Church. She was also a member of the YMCA Women's Club and of the Atlas Chapter 125 of the Order of the Eastern Star in Westfield. Her husband, Seth M. Babbitt, died in 1985.

Surviving are two sons, Dr. Seth W. and Dr. Grant L. of Fanwood; a daughter, Victoria Ann Sidari of Princeton Junction; two brothers, Victor Walmsley of Venice, and Frederick Walmsley of Attleboro, a sister, Jean Palardy of Mel-' bourne, and two grandchildren.

Arrangements are by the Memorial Funeral Home in Fanwood. Paul Lazorisak, 67, retired bank courier FLEMINGTON Paul 67, died yesterday (Feb. 2, 1990) at the Hunterdon Medical Center. He was born in Portage, Pennsylvania and resided in Flemington for most of his life. He was a courier for First Fidelity Bank in Flemington until retiring in 1987.

Surviving are his wife, Marion Hin-dak Lazorisak; a son, Paul of Perka-sie, two daughters, June Cimino of Flemington and Susan Kertesz of Pittstown; five brothers, Alex, Peter, John and Steven all of Flemington, and Nicholas of Easton, and four grandchildren. Arrangements are by Holcombe-Fisher Funeral Home in Flemington. Candido Cerro, 87, retired maitred' PLAINFIELD Candido (Connie) Cerro, 87, died yesterday (Feb. 2, 1990) at home. Born in Italy, he lived in Scotch Plains before to moving to Plainfield seven years ago.

He was a maitre d' at numerous restaurants in the area for several decades, retiring 15 years ago. He had served in the Italian Navy. There are no immediate survivors. Bezyak 72. died Thursdav (Feb. 1. 199M at John F. Kennedy Medical Center in caison.

Mr. Bezvak was born in Verona. and had lived in Edison for 37 years. He was a heavy equipment opera tor for the Construction Co. for 50 years, retiring in 1981.

His wife, Nellie Lesterchick Be zyak, died in 1982, and a daughter, JoAnne Casebeer. in 1987. Surviving are a son, Joseph Jr. of riaimieia; ana a grandson. Arrangements are by the McCris kin Home for Funerals in South Plainfield.

William White, 64, self-employed carpenter PLAINFIELD William White, 64, died Thursday (Feb. 1, 1990) at Beth Israel Medical Center in Newark. He was born in New Brunswick and lived in Piscataway, before moving to Plainfield, where he lived for for 39 years. He was a carpenter and self employed. Mr.

White was also an army veteran of World War H. Surviving are his wife Cordelia of New Brunswick; a daughter, Sylvia M. Windham of New York City, one son, Elliot of Plainsboro; his mother, Lilah Jones of Plainfield; three sisters, Ada Enalls of Somerset, Rose Petties and Lenore Blair of Plain-field; and five grandchildren. Arrangements are by Judkins Colonial Home in Plainfield. Planned changes would cause over-use of the property.
