Carlin says Hayden's sales tax tactics 'asinine' TOPEKA (AP) - Noting that his proposal to increase the state sales tax by one penny is alive in the House tax committee, Gov. John Carlin on Friday described as "asinine" the strategy used by House Speaker Mike Hayden's in trying to rush the bill to a vote. "It's asinine to ask the Legislature to walk in the fust week of the session and be supportive of a tax increase," Carlin told reporters at his weekly news conference. "I did not ask for the bill to be introduced or for a hearing this early. I've said all along that the Legislature should first look at the budget and decide if additional revenue is needed. "They need to assess the need first and see if they agree the need exists then debate a tax increase." The Democratic governor was rankled by Hayden's decision to try and push the tax bill through committee and to the floor of the House for a vote in the first three weeks of the session. The committee rejected the plan, opting to table the bill. Hayden's own party members openly criticized the actions of the House leadership. "When you get your plan together, you ought to at least see if your own troops can support it before you go public," Carlin said. Hayden, an Atwood Republican and gubernatorial candidate, repeatedly has blasted Carlin for proposing a tax hike. Before the session he vowed that he would not consider raising taxes until he had examined the state's financial situation and made every possible spending cut. At the same time, Hayden said he believed a combination of budget cuts and tax hikes totaling $75 million would be necessary this year. However, just a couple days before the opening of the session, Rep. Ed Rolfs, R-Junction City, announced that his Assessment and Taxation Committee would introduce Carlin's tax proposal and hold hearings hi the first three days. Rolfs said the plan was to bring the bill up for a vote before the full House as soon as possible. On Wednesday, following lengthy, presentations by Carlin's staff and debate, the committee decided to' table the bill. It is alive and can be' brought up for consideration.
