I Although he has been "in the newspaper delivery business" for only six months, 12-year-old Jeff Mleczko of 1130 Green Manville, already has demonstrated plenty of enthusiasm for his job and the ability to increase his earning capacity. Jeff has nearly doubled his route in those short months from the 43 customers he first took on to his present 77 subscribers. In the process, Jeff not only increased his weekly profits, but he also won several prizes in carrier contests, including a wristwatch. His energy and success have won for him the title of Courier-News Carrier of the Week. He also was one of the 45 carriers who earned the privilege of going to the National Invitation Tournament basketball competition at Madison Square Garden.

Jeff is a sixth-grade student at Roosevelt School in Manville and attends Christ the King Church. He is a Boy Scout in Troop 286 and has attained the rank of second-class scout. When not busy with his school, his newspaper route and his scouting activities, Jeff likes to collect rocks, a hobby he discovered last year while on a vacation in Canada. He also enjoys riding his minibike in the fields near his home. Meeting slated PISCATAWAY The N.J.

"They're sick of living in a society where some citizens are permissive and want everything given to the criminal," LaPrade said. The new jail is to be included in the proposed $30 million hall of justice which is still under debate. Lattimore requested that the board ask all municipalities considering adopting rent-leveling ordinances to work together on a county-wide basis. He said that the various municipalities working together would help "bring about a uniform approach to the ordinance." He suggested that the towns find representation from the landlords as well as from tenants associations in the county.

The freeholder said that with the ruling by the state Supreme Court last week allowing municipalities to adopt rent-leveling ordinances, he expects many municipal councils to consider the new ordinances. Tiller also announced that the board's public meeting tomorrow will be held in the Springfield Municipal Building at 8 p.m. chairman of the welfare and education committee, said "I was very very optimistic, as was Freeholder Director Peter Daly Campbell and Richard Boylan," a vocational school board specialist on the new school. The three met yesterday with university officials to discuss a 40 acre piece of property in Piscataway at the former Camp Kilmer. According to Mayo, the area is particularly suited for the vocational school because it is at a corner of Piscataway near South Plainfield and Edison.

The new institution is designed to serve those three towns, plus Middlesex and Dunellen. "We feel that the Rutgers treasurer felt the use was compatible with the dedication of the land by the General Services Adminstration for educational purposes," Mayo said. Decisions must now be made by the Rutgers governors' buildings and grounds committee on April 30 and then by the full Board of Governors, possibly at their May meeting. Mayo said Rutgers, which obtained the land from the federal government for educational purposes, had designated the area for future colleges. "One of the changes in their thinking is that Cook College is on another campus." If Rutgers agrees and the federal government, through the GSA, concurs, Middlesex County would receive the land for nothing.

Estimates of the cost of the new school, which would serve the northwestern corner of the county and "the new technologies" are about $10 million. The state has agreed to provide half.
