White, vice chancellor of the state Department of Higher Education. White spoke at the county college's 54th commencement.

Associate degrees, diplomas and certificates were awarded to nearly 900 graduates of the two-year community college. Under the Middle College Program, high school students who face an unusually high risk of dropping out attend classes on the college campus, where they receive special tutoring from faculty and college students. Noting that Union County College was the first in the state to establish such a program, White said the college has demonstrated leadership by "reaching out to the economically and educationally disadvantaged students from neighboring Plainfield." White asked the graduates to support the Jobs, Education and Competitiveness Act of 1988 program that would be financed through voter approval in November of a $350 million bond issue. He said $285 million is earmarked for upgrading college facilities in New Jersey, with $37 million of that amount slated for community colleges. The Post-Day Award, the college's highest prize for students, was shared this year by a grandmother who admits only to being "over 50" and an honors student who starred on the college's championship women's basketball team.
