Thursday evening TV THE COURIER-NEWS Thursday, January 15. 1987 B-5 New Fox network finalizing weekend schedule plans 7 1 111 i i 7 x- ing. "What we want to do is to explain that it's OK to be miserable," says producer Ron Leavitt Katie Sagal stars with Ed O'Neill. 8:30 p.m.: "Karen's Song." This is one of the most unusual shows and one of the tardiest, with the cast still not set. It's a romance between a 40-year-old woman and 28-year-old man.

9 p.m.: "Mr. President" Scott plays the chief executive, but Reynolds promises it will be mainly a family comedy. 9:30 p.m.: "The Tracey Ullman Show." This could be the one that makes Fox stand out. Brooks who left "Taxi" to make the Oscar-winning "Terms of Endearment" is working with some of the top "Cheers" writers. Their focal point is Ullman, who has crisscrossed between pop stardom and comedy.

The plan calls for one long (12-minute) "playlet," a shorter sketch, some music and a weekly lecture by Harry Shearer. Ullman says the show is starting with no pilot and a 26-week commitment. 8 p.m. Saturday: "Down and Out in Beverly Hills." From the original cast, only Mike the Dog will be back. Tony-winner Anita Morris takes the Bette Midler role, surrounded by Tim Thomerson and Hector Elizondo.

8:30 p.m.: "Duet." Producer Gary Goldberg branches out, with this story of a relationship. The two meet the first week and won't get married until sometime next season. Matthew Lawrence (whose twin Mitch is a comedy star on "Not Neccesarily the stars with former soap actress Mary Page Keller. 9 p.m.: How do you pit a comedy against "Golden Fox is doing it by hiring Holland, who was only 24 when he made his first movie. He crafted "Beans Baxter," about a 16-year-old whose dad is wrapped up in a spy tangle.

9:30 p.m.: Pending. By MIKE HUGHES Gannett News Service The new Fox network is now a half-step away from having its first two lineups in shape. The network plans to launch a three-hour Sunday slate in April and a two-hour Saturday one in June. The others would be added at about one night a year. Along the way, it will be aiming for shows that are young, urban and (especially) unusual.

"We intend to be different in order to survive," says Jamie Kellner, president of the Fox Broadcasting Co. Early signs indicate some mainline shows and some that are definitely different. One show features the daft wit of British pop star Tracey Ull-man; another takes a dark look at family life. With one exception (George C. Scott in a presidential sitcom), none of the shows will have big-name stars.

"The biggest stars in television are the producers and writers," says program chief Garth Ancier. With that in mind, he's rounded up a colorful batch of producers. They range from veterans like James Brooks and Gene Reynolds to Savage Steve Holland, a 27-year-old movie director Off who says he still gets mistaken for the office boy. The network actually a string of independent stations covering about 78 percent of the country hasn't set its formal schedule yet. So far, however, it's leaning toward this: 7 p.m.

Sunday: "Jump Street Chapel," the only adventure in the bunch. Frederick Forrest leads a pack of young cops working undercover in a high school. The producer is Steven Cannell, best known for "A Team" and "Hunter." 8 p.m.: "Married With Children."
