Their man, Mr. Prescott, visited and inspected closely the Humble Meld oa soon after tho fire as it was practicable and he made the following report.

July 29, Cravens Managers, City: Gentlemen--Supplement to Report on Texas Company Oil Fire, Hum- blft, making my report on the above mentioned flra it has occurred to me that It would be advisable to call attention to the fact that the two fires which occurred olnce that time at Sour Lake. were both on oil In covered tanks and were caused by lightning. It would therefore ueem to appear that the covered earthen tanks are more susceptible to being struck by lightning" than the open tanks. Houston, July 26, Cravens Kelly, Managers, City: Gentlemen-As per your request, I beg leave to make report on the lire at Humble. which destroyed eleven tanks of oil belonging to the Texas Company, as follows: group of twelve earthen tanks, located about three-quarters of a mite south of oil field, each tank taking separated 1 from the others in the group by space of about 250 feet.

size of tanks about feet, excavated to a depth of six feet below the surface of the earth. The embankments' constituting the upper part of tho tnnk, extend nbout eight feet above the surface of the earth, and are made of the earth taJcen from the excavation, thus forming' a tank of about fourteen feet depth. Eleven of these'tanks were open with no covering 1 whatever, and one tank had a composition, roof. Around each tank Is a shallow ditch with an embankment two and a half feet high, about eight feet from the tank to catch aeapage oil. The entire Kroup of tanks was surrounded by a tall wire fence.

Method of was pumped by pipe line Intft tanks until they were filled to within one or two feet of top of tanks. At time of flre eleven tanks were practically full and ona was empty. There was no exact method of discovering just how much water lay beneath the oil. All earthen tanks contain a certain quantity of water on the bottom of the tank, or rather between oil and the heavy sediment on the bot-, torn. Each tank was provided with a.

withdrawal pipe for the purpose of pumping oil from one tank to the other. Just here it may not ho amiss to state that no accurate record appears to bu kept of the seapage nnd evaporation, which, as near as I could learn, averages about one-eighth of an Inch off the surface per day, or about one-tenth of 1 per cent of tho entire contents daily. Hence in case of loss it is very likely that if settlement were made on the basis of the amount of oil pumped into a tank, much more oil would be paid for than was actually in the tank. CAUSE OF FIRE AND ITS PROGRESS. The fire was caused by lightning striking tho roof of the only covered tank, and the roof and oil Immediately began burning.

Whether or not tho lightning itself'fired the oil or the burning roof set firo to it appears to be unknown. Embers from, the burning roof fell into the oil-in tha other tanks, but were extinguished by heavy clods or earth thrown on them and did not set flre to tho oil. This covered tank of oil burned about five hours, during which Urno an effort was made to isolate It from the other tanks 'by erecting a dike sufficiently hjgh to hold the oil in cnse the tank should give away; it then suddenly boiled over and grent quantities of burn- Ing oil ran down the sides of the tank, overflowed the small seapage dike and spread rapidly over the clear spaces, catching a number of men and teams who were throwing up an embankment. As soon jib- the burning oil reached the nearest tank tho oil therein caught fire and in less than twenty-four hours the oil in all eleven tanks burning 1 furiously and boiling" over. The surrounding country is comparatively J'at, but In one direction the burning uil ran out on to the prairie fully one-quarter of a mile, and the Sun Company's group of tanks was only protected by their hastily erecting a dike.

A heavy rain accompanied the lightning, and materially assisted the spread cf the burning oil. The cause of the boiling 1 over of the tanks is not definitely explained, tlio, theory being-, however, that after the oil had burned several hours the heat bpcame sufficient to boil the wator underneath, which forced tho oil over thii top of the tanks. The Humble oil, If one might judge by the frequent blowing out at v-'cils and the quantity of gas produced on the field, contains a greater qimntlty of gas than other Toxns crude oil, and appears possible to mo that the rapid generation of gas by the heat of the fire might also have been a factor in the overflowing of the tanks. Carrizo Springs, July B- Buck came in from C. P. Diaz Monday evening with John A. Tumtlnson, who escaped from jail hero on the night of June 16. Tumlinson was arrested In C.

P. Diaz Friday and Sheriff Buck was notified and left Immediately for that place. Tumlinson had been several hundred miles the Interior, but was making his way back- and had only been In C. P. Diaz a short time when he was seen and recognized.

Upon the return of Mayor Bcncini ho promptly vetoed the fiction of the council on tho ground that the city could not afford the crusher and stand the expense of operating same, whereupon there was a called meeting of the council yesterday evening a.nu" the question was again thoroughly discussed, a vote taken and the Mayor's veto not sustained.

Tho city has only so much money to spend on the streets, and jurt how the council will pay for the crusher and stand the expense oi running it is bothering more people than the Mayor.
