After three years of decline, the per-capita smoking rate seems to be picking up, says the Agriculture Department.

In 1967 the average American, 18 years and older, smoked 214 packs. By 1970 the rate was down to 198 packs, according to the Economic Research Service. Last year, Americans smoked 203 packs of cigarettes, on a per capita basis, and the estimate for 1972 is about the same. The ERS at one time last year projected a decline of around 50 packs of cigarettes per capita by 1980. "However, assumptions based on recent data show consumption may fall only slightly from the current level or even increase slightly, depending on the health issue, prices and the makup of the population," the ERS now says.
