D4I WEDNESDAY, OCTOBER 2, 1996 Money THE SALINA JOURNAL T CONGRESS Federal workers to be offered buyouts MARKETS Congress, Clinton agree on plan to pay workers $25,000 to leave job By Scrlpps Howard News Service WASHINGTON - Thousands of federal employees will be offered $25,000 buyouts over the next year under an agreement between the Clinton administration and Congress. TLABOR John Koskinen, deputy director of management at the White House Office of Management and Budget, said Tuesday he expects the buyouts will attract fewer than the 32,000 civilian employees who took buyouts under a 1995 program. Under the budget agreement President Clinton signed Monday, agencies earmarked for new buyout programs include National Aeronautics and Space Administration, Department of Housing and Urban Development, Internal Revenue Service, Energy Department and Agriculture Department. The Pentagon is carrying out a separate $25,000 buyout program that lasts until 1999. So far it's attracted 80,000 applicants. Koskinen said the administration wanted a multi-year program, offering buyouts that would decline each year to give employees an incentive to leave early. But Wheeling-Pittsburgh Steel workers go on strike By The Associated Press WHEELING, W.Va. — About 4,500 workers at Wheeling-Pittsburgh Steel Corp. went on strike in three states Tuesday in a dispute over pension benefits. The walkout by the United Steel- workers affected eight plants in West Virginia, Ohio and Pennsylvania. The nation's ninth-largest steel- maker stopped production in anticipation of the strike, which began after the workers' contract expired. The negotiations in Pittsburgh stopped after the company rejected a union proposal Monday night. The union wanted a pension package in which workers know exactly how much they will receive. The company offered a sweetened version of the current plan, in which workers contribute and in which the ultimate payoff depends on investments and other factors. The steelmaker's final offer provided monthly pension benefits ranging from $1,200 for workers with up to 30 years' experience to $1,600 for workers with 44 years or more.
