Steel Ingot production, recovering from the holiday week curtailments, starts out the new year at about 52 per cent of the industry's capacity, or approximately double the rate of the first week of 1938. A slowly advancing trend Is Indicated for the remainder of this month. Says Iron Age: Striking gains in operations have taken place in some districts. At Pittsburgh the rate has risen 17 points to 45 per cent, the Wheeling- Weirton district has gamed IS points to 77 per cent, the Youngstown average is also up 15 points to 47 per cent, the Cleveland-Lorain district has recovered 11 points to 45 per cent, and the Chicago district is up 4 1-2 points to 52 1-2 per cent. The Hurley Merchants handed the Glidden Cubs a 30 to 29 defeat at Glidden last week in an Interstate League game. The game proved to be close throughout with Glidden holding a 6 to 5 lead at the end of the first quarter. Halftlme found Glidden still holding a one point margin leading 16 to 15.

In the third quarter Glidden increased its lead by four points, leading 25 to 21 as the period ended. In the final frame the Merchants tallied nine points while Glidden bagged four, giving Hurley a hard earned victory. T. Sample of Needs This small spurt in railroad buying is only a sample of the replenishments that the railroads will find it necessary to make in 1939. The solvent roads, whose earnings have lately been increasing, may soon be in a position to make larger expenditures without Federal aid. Washington, Jan. man May (D-Ky) of the house military committee indicated today he would lead a drive for new army air bases and for a $60,000,000 program to put the munitions industry in "standby" readiness.

The navy has recommended new bases for its planes and surface craft, and May said he thought the army air corps should have at least four new ones in addition to six previously authorized. Of the latter, only the one for the northwest has been built. He did not specify where he thought the additional bases should be located. "Inasmuch as aircraft becomes obsolete so rapidly, we ought not to stack up a huge production of it at one time." he said, in voicing opposition to a force. "We should provide a plan, however, by which private industry may be induced with government assistance to put their munitions plants in standby condition, ready for mass production at a moment's notice.

"I am in favor of spending at least $10.000.000 a year for the next five years for educational work with the industrial plants." Discussion was renewed of plans to create a department of national defense. Rep. Maas (R-Mlnn), senior minority member of the naval committee, reintroduced a bill to create a general staff for the navy. Madison. Jan. state banking commission adjourned its Inquiry into the business practices of the Fidelity Investment association of Wheeling. W. yesterday to allow commission counsel to study the company's 1937 audit and make a further investigation.

Probe of the company was launched following the filing of a complaint against it by the federal securities and exchange commission in the Detroit federal court. The Wisconsin commission claimed company salesmen "omitted material facts," pertaining to cash surrender values and withdrawal privileges while negotiating sales. Company counsel contended that full explanations of alt provisions of the retirement contracts were made, and if they were omitted. It was because purchasers were not interested or did not care for complete details. The investigation was started In order to assist the commission in determining whether the firm's and the salesmen's licenses should be revoked or continued.

Leo E. Vaudreull. attorney for the commission, asked the delay after Robert Rlese-. company counsel, had examined three company salesmen. Although he agreed to an adjournment.

Rieser claimed the delay was "an attempt to capitalize on the fears of the contract holders." He urged the commission to Issue a statement giving some assurance to Investors "to keep them from becoming panicky because "they deserved that consideration." He also asked the commission for an early decision on the status of the firm's salesmen, whose 1939 licenses have not been issued. The company's license runs until next July, the salesmen's permits expired Dec. 31, 1938. "I don't see where there Is anything wrong." Rieser said. Although he committed the commission to no decision.

Commissioner Peter A. Cleary Indicated that there appeared to be little cause for immediate alarm. "I can appreciate the position of the company," he said, "but I cannot understand just what statement the commission can make in the matter now.
