Bossier City Phone 5-7702 MOSCOW, May 7 (-Mikhail Tal, 23-year-old challenger from Latvia, won the world chess championship tonight by gaining a draw with Mikhail Botvinnik, defending champion, in the 21st of their 24-game series. The half-point awarded each player in a draw raised Tal's total to an unbeatable 12V4. Botvinnik, 48, has 8 points. Today's match went only 17 moves, according to Tass, the Russian news agency.

Botvinnik, playing black and embarked on a queen's Indian defense, looked up at the 17th move and offered the draw that meant his defeat. Tal accepted and the match was over. "I'm happy to have attained success in the match with Mikhail Botvinnik, the outstanding chess player of our time. No, I haven't yet received a challenge from grand master Botvinnik but I'm certain I will and I shall have to meet him again in 1961," said the jubilant Tal. The new champion captured the imagination of the world's chess fans with his brash play during the seven weeks of the tournament.

Sometimes his plays were unorthodox, at other times they were made with incredible speed. His tactics apparently confused Botvinnik, who won only two matches. Tal took six and the remaining 13 were drawn. Following were Black Bandit, owned by Larry Labord, second with 1,386 yards a minute; Cutthroat, Ronnie Goebcl, 1,364. and GI Joe, Tommy McNeill, 1.338. A total of 140 birds, representing 22 lofts, were released at 20 a.m. and Blue Comet reached Shreveport finish line at 10:54 a.m. The pack was aided by a 10-to-15 mile-an-hour tail wind out of the northwest.

This week's race will also be from Fort Worth. Mrs. Wingate Dies in Rapides ALEXANDRIA, May 7 (Special). Josephine Wingate, 94, died today at her residence in Alexandria. Funeral services will be held at Hix-son's Funeral Home chapel in De Ridder at 1 p.m.
