Miami move made official By United Press International The Republican National Committee voted formally today to shift the site of its 1972 national convention from San Diego, Calif, to Miami Beach, where President Nixon was nominated four years ago, the decision was made, by voice vote, without audible dissent, after a recital of the problems the party has confronted in construction and rising costs at San'Diego.

The committee thus reversed action taken at its Denver meeting last July when it rejected Miami Beach by an overwhelming roll call vote in favor of San Diego, then the President's known choice. Mayor Chuck Hall of Miami Beach extended the city's invitation and said details had worked out well. He said the city council vote was 4 to 3 for the invitation but he believes he could say that the entire wanted the Republican convention at Miami Beach on its scheduled dates, August 21 to 23. Elsewhere in politics, Sen. George S.

McGovern, trailing in the statewide vote in the Ohio primary, held a narrow, precarious lead early today over Senr Hubert H. Humphrey in the battle for the state's delegates to the Democratic convention; With 99 per cent of the votes cast in Tuesday's mistakemarred primary finally counted Thursday night, McGovern had won 27 delegates and led in races for 46 others, a total of 73. Humphrey had won 48 and led in the voting for 19, a total of 67. Election officials here warned that the final delegate tally could change sharply, because paper-thin margins separated the two candidates in nine races for delegates in congressional districts. The Texas political empire 6f former President Lyndon Johnson and Treasury Secretary John Connally, virtually unchallenged for two decades, is sagging and threatened with defeat under the weight of a stock fraud scandal.

Shaw marshal acquitted CLEVELAND--Shaw Deputy Marshal Andrew Sharpe was acquitted of manslaughter in a preliminary hearing here Thursday on the Sunday morning shooting death of Mrs. Andrew Hawkins of Shaw.

The "impressive" testimony of one man who said he heard Mrs. Hawkins say she would kill the officer with a white-handled knife weighed greatly in the decision for acquittal, County Judge Ben Mitchel said in handing nown his decision. Mitchel also said ''contradictory" testimony against Sharpe also aided the officer's case that he shot the woman in self defense while trying to arrest her for using obscene language. US drops Mirex ban An estimated 1.95 million persons'will vole in Saturday's statewide primary races for the first time since the stock scandal occurred' last year. It resulted bribery convictions of Texas House Speaker Gus Mutscher and two others.

Voters will pick nominees for U.Sj senator, governor and several lower state offices, and there is a busing question on the ballot in both primaries. There is no presidential preference primary. tf Lt. Barnes, 34, who has been tabbed for national prominence by Johnson, carries the banner of the old Democratic party into the gubernatorial campaign WASHINGTON (UPD-The government Thursday dropped its proposed ban on Mi rex, the controversial pesticide used to kill fire ants in the Southeast. To prevent environmental damage, the environmental Protection Agency (EPA) ordered that Mirex be labelled to warn against airplane spraying of Mirex in coastal areas and to limit inland airplane spraying to government ant control programs.

"The conditions we are imposing for the future use of Mirex should be sufficient to prevent damage to our environment and its life forms," EPA Administrator William D. Ruckelshaus said in a statement. "At the same time, the continued use oi this chemical will help protect a large population in the Southeast section of the country from painful annoyances and illness caused by the fire ant's vicious bite or sting," Ruekelshaus said. Environmentalists have long sought curbs on Mirex, claiming the chemical harms the environment while the'fire ant--while inflicting a nasty sting--doesn't harm crops. The EPA proposed a ban on Mirex March 18,1971, but a scientific advisory committee subsequently recommended that use of the chemical be continued with safeguards to protect shrimp, crabs and other aquatic life.
