But the slowing economy and volatile stock market have scared her. "I rummage through my closets and ask myself, 'What do we actually need?' " said the Sanford, N.C., resident, who was spotted checking out $15 sketches on the sidewalk in New York City. "I've given up eating out, and now eat macaroni and cheese and frozen pizza." "I'm nervous," Crowgey added. She said her investments are dwindling, and her oldest child is going away to college. Crowgey has joined a wave of consumers who are pulling back on their spending. The market downturn and the rash of layoffs are hurting consumers' willingness to spend. And that's causing headaches for stores. Even discounters, which typically weather economic slowdowns better than full-priced stores, are getting bruised. Wal-Mart, the world's largest retailer, has already said same- store sales in March may fall below the projected 3 percent to 5 percent increase. Target Corp., which operates Mervyn's, Target Stores and Marshall Field's, and Kmart Corp. are also seeing March sales falling below expectations. And Brooks Brothers is offering $100 off on spring suits. Still, not everyone is getting pummeled by the souring economy Teen retailers such as Hot Topics and Pacific Sunwear of California continue to generate robust results, while drug chains, including Walgreen and CVS Corp., recently reported strong earnings. Drugstores fare better in slowdowns, because historically more people tend to get sick. Meanwhile, Best Buy, the nation's largest consumer electronics chain, turned in a 16 percent increase in fourth- quarter earnings last week, reporting strong sales of high- priced digital products. Its rivals RadioShack and Circuit City, however, are reporting declining profits. Luxury stores such as Neiman Marcus and Saks Fifth Avenue believe their customers are spooked, too. "The affluent consumer has the wherewithal to continue to shop, but they seem to be buying less," said Burt Tansky, president and chief operating officer of The Neiman Marcus Group. "It ties back to the psychology of the stock market." Luxury stores are hoping more people wiU be like Mary Ellen DeSerio, 43, Waccabuc, N.Y., who was examining $4,895 crocodile handbags and $2,550 lizard handbags at Bergdorf Goodman. "If I really like something, I will buy it," she said. C. Britt Beemer, chairman of America's Research Group, a Charleston, S.C., market research firm, said those in the middle- to upper middle- income class are feeling the biggest burden on several fronts: the big corporate layoffs; high gas prices; and the plummeting financial market, which has deflated consumers' 401KS and eroded their confidence. The lowest-income consumers, who typically do not own stocks, are getting hard hit by rising utility bills, he added. Bush to broaden fuel technology By The Associated Press WASHINGTON — The Bush administration wants to overhaul an 8-year-old research program championed by former Vice President Al Gore that has pressed automakers to produce a family sedan that gets 80 miles per gallon. The president wants to cut funding for the Partnership for a New Generation of Vehicles by $39 million, or 28 percent. Administration officials say they want to broaden its focus to produce technologies that can apply to all types of vehicles instead of focusing on one car "We are streamlining and refocusing this program to give great flexibility to the automakers and greater benefits to the taxpayer," said Energy Secretary Spencer Abraham. The partnership began in 1993 as a joint venture with General Motors, Ford and Daimler- Chrysler. The Clinton administration challenged the automakers to develop by 2004 production prototypes of a family size sedan that got at least 80 miles per gaUon. The automakers invested nearly $1 billion into the effort and each produced a car that MARKETS used combination electric- diesel engines, more aerodynamic designs and lighter materials, but the vehicles were not practical for mass production. Gore hailed the program last March, saying research from iit already was being used in other vehicles and predicting that within four years automakers, would be mass-producing hybrid vehicles. "We're redesigning that program," Abraham said Monday "It wiU be an area where there will be less spending, but I think it will be more productive spending to focus on where the industry is headed."
