County officials are examining "one-for-one" swaps of mobile homes, where a damaged dwelling is hauled off and replaced with a FEMA unit. "We are working with the manufacturers, and they are producing the units at a rate of 500 a day, sometimes more. Having the available inventory is not an issue," said James Mclntyre, a FEMA spokesman now working with victims of Katrina and Rita along the northern coast of the Gulf of Mexico.
