Gromyko are to sign later .this month — probably on Sept. 30 — parallel agreements for the joint handling of nuclear accidents. The accords were negotiated at the strategic arms limitation talks in Helsinki. Both Rogers and Gromyko are to attend the session of the United Nations General Assembly opening in New York next Tuesday, but American officials said that the agreements would be signed away from the United Nations because they are bilateral accords between the United States and the Soviet Union.
