BOL Douglas was born J. Edward and Jean Bol on July 31, 1935 in Grand Haven, MI, joined our Lord on May 10, 2001. He is survived by his loving wife of 46 years, Marylin, son, Gary (Dorie), daughter, Julie Boi, sister, Marylynne (Clark) Knuth, NC, grandchildren, Jay Edward and Allison Bol, niece, Connie (Randy) Firkus, GA, nephew, David (Dawn) Knuth, NC. He served our Lord as a minister, his Country as a Chaplain (COL) in the Army in Viet Nam and the AZ Army National Guard. He served the people of Tucson as a Psychologist for 23 years, and also as a teacher and a author.

He will be greatly missed by all who knew him. A Memorial Service will be held at DMAFB Chapel on May 18, 2001 at 2pm. CORTEZ, Fernando 85, died May 11, 2001. Preceded in death by his wife of 63 years, Jenny (Mi Viejita). to 8:00 p.m., Thursday, May 17th at BRING'S MEMORIAL CHAPEL, 236 S. Scott. DOWSE, Kenneth 91, died on May 11, 2001. Ken was born in Chicago, on July 21, 1909. He served his country with pride in the U.S.

Navy during WWII in the Pacific Campaign and afterward served with the U.S. Public Health Service assigned to the Federal Bureau of Prisons. During his career he was stationed from 1946 thru 1953 as Chief Medical Officer at the Old Federal Prison on Mt. Lemon, North of Tucson, then transferred to the Federal Detention New York City. Upon his retirement he returned to Tucson in 1970 where he enjoyed his life.

He was past member of D.A.V. Post 2, Lifetime Member of Legion Post 36, lifetime active member of V.F.W. Post 549 in which he served all office positions, including Past Post Commander, Past District 5 Commander, Past Seam Squirrel of PT2 and also won, with his wife, the National Award on Americanism. He is survived by son, Kenneth daughter, Shirley Schonebeck; five grandchildren, Elizabeth, Catherine, Edward, Kenneth (KC) and Gene; 5 great-grandchildren. He was preceded in death by his wife, Betty, on January 4, 2000, with 68 years of marriage.

Mass will be offered at 9:00 a.m., Thursday, May 17, 2001 at St. Joseph's Catholic church, 215 S. Craycroft, followed by interment in the Veterans Section of TMP South Lawn Cemetery. She was born December 29, 1920 in Brazil, Indiana. After graduating from Brazil High School, she attended Indiana State Teachers College, now Indiana State University, before marrying Sam W.

Moore. She was employed as an executive secretary at both RCA and Indiana National Bank. They lived in Indianapolis, Indiana and Shelbyville, Indiana, before retiring to Tucson in 1986. At the time Sam passed away in 1991, they had been married 48 years. Kay is survived by her sister, Helen Riggs of Green Valley; two children, Samuel and Jo Bett Moore of Tucson and Bradley and Sally Moore of Phoenix; four grandchildren, Jim and Melinda Weaver of Shelbyville, Greg and Tammy Moore of Indianapolis, Jessica Moore of Phoenix, and Peter Moore of Tucson; and four greatgrandchildren, Joshua and Austin Weaver and Mitchell and Meredith Moore.

Angela was very active with volunteer organizations throughout her time in Chicago and was a life-long Cubs fan. She and her husband, William, moved to Tucson in 1955 where they owned and ran the El Sol Motel. Her family and many friends have many fond memories of times spent there. Upon retiring, Angela became a volunteer at St. Mary's Hospital in pastoral care.

During her retirement, Angela moved to the Fountains where she made many great friends. She eventually moved to Tempe to live with her daughter, Dolores Caldwell; and her grandchildren, Karen and Janet Caldwell; and to be closer to her great-granddaughter, Teresa Warren. Angela became an avid Sun Devil fan and especially loved ASU baseball. She was a member of the On Deck Circle and her favorite way to spend a day was watching sports. She was preceded in death by her husband, William and her two children, William and Dolores.

She is survived by seven grandchildren and 11 greatgrandchildren. She will be terribly missed. He was a wonderful husband, father, grandfather, father-in-law and friend. He had enormous inner strength and perseverance. Harold touched many lives. Sr. and Rose West. Later the family moved to Butte, Montana. Frank went to school there and graduated in 1947. He then enlisted in the Army and after basic training was sent to the Panama Canal Zone, where he served for two years and was discharged in 1949.

Upon his return to Montana, he worked at various jobs. In the early 60's Frank came to Tucson. In 1967 he returned to Montana. In 1985 he returned to Arizona, settling in Prescott, where he worked for the local newspaper. In 1988, he left and moved to Tucson permanently; within a short time he retired due to a heart condition.

Frank is survived by sons, Randy West of Modesto, CA; and Tracy West of Peoria, AZ. He also has a stepdaughter, Pam Bosley of Modesto and a stepson, Rick Wamsley of Montana. Frank is also survived by his best friend, Margarete Tizor of Tucson. Frank's ashes, at his request, will be placed in the Bitterroot River in Montana, where he caught many fish in his youth and the happy memories he had of there. Frank was a member of the San Xavier Moose Lodge 1964.

FEES Current charge is too low to meet county's needs Continued from Page B1 has raised $12.3 million in fees enough to add two miles of two-lane road. At that rate, it will take nearly 20 years to raise the $52 million the Transportation Department plans to spend in impact fee money, said Ben Goff, the deputy transportation director. A county survey found that Pima County fell in the bottom third of 27 Arizona cities and counties that charge impact fees. The eight governments charging lower fees, including Casa Grande, Gilbert and Cottonwood, had much smaller populations. One caveat: Most other communities charge fees not just for roads, but for police, fire, sewer, libraries and other services.

The county has refunded about $1.3 million of the $12.3 million, after more than 1,200 home builders and buyers convinced an appeals board or the Board of Supervisors that they would not benefit from any of the new roads that the fees would pay for and weren't legally required to pay for them. Many of those areas are in 1 rural "wildcat" subdivisions along dirt roads. The county's current program does not allow the use of fees to pave dirt roads, only to widen an existing road to boost its capacity. That may change soon. Road-building costs rise about 3 percent a year, while road right-of-way costs rise about 11 percent annually, Goff said.

Unlike 13 other Arizona communities, Pima County doesn't charge fees to new stores or other commercial development. The current fee would, over 10 years, bring in less than 10 percent of the $350 million raised countywide in the 1997 road bond issue that is supposed to pay for 10 years' worth of projects, Huckelberry said. By contrast, at least 150,000 people, or nearly 20 percent of the county's current population, will move here over 10 years, he said. This time, the Southern Arizona Home Builders Association says it will not necessarily oppose a higher fee, but it wants the county to wait up to two years to prepare a regional transportation plan containing solutions for the area's overall traffic problems. The county should apply the tab to everyone, not just builders, said Terry Klinger, the association's president.

"We're willing to pay our fair share, if a fair share 1 is paid by others," Klinger said. "It may be politically expedient to propose new impact fees, but we don't think it will have any significant i impact on the problems at hand until the big picture is looked at." Klinger warns that even a small increase could drive people out of the housing market because builders usually pass the fees on to customers. A National Association of Home Builders study recently concluded that a $1,000 price increase would drive 1,273 Tucson families out of the housing market for a $150,000 home. A increase makes a similar house unaffordable to an additional 2,500 to 6,300 families, the study said. Huckelberry said he has not ruled out waiting to propose an increase, but "if it looks reasonable, why wait if it's just bringing the fees to what was originally recommended five years ago?" The effect of the $1,550 fee is tiny compared with the region's housing price increases in the past few years, he contended.

The single biggest project that the impact fees would pay for is a $25 million widening of IMPACT FEE SCORECARD This is a sampling of the Arizona communities that charge impact fees to developers. Pima County assesses $1,550 per home for roads only. The city of Tucson does not assess impact fees. Because of a lack of money, the widening is not even scheduled. Peter Vokac, a neighborhood activist living near La and Magee Road, said the fee needs to be raised and the road must be widened, "the sooner the better." Right now, La is the Northwest Side's fastest northsouth artery, which Vokac drives regularly. But as growth continues, more people discover this shortcut and as the county widens La Canada north of Ina to Lambert Lane starting in 2004, the southern stretch will need improving more and more, said Vokac, a former official of La Neighborhood Association. "Right now, it is not so bad, but soon it will be overloaded," he said. John Stewart, who is building a house in Catalina, last summer won a 75 percent reduction in his fee on appeal because he showed that the nearest road to his house being built with impact fee money was 14 to 16 miles away.

County officials hope that if fees are raised and more projects are built with them, more people would be more likely to benefit from those projects. That could reduce the money lost to appeals. But Stewart, currently a Northwest Side resident, said he would have appealed even with more projects being built, because he lives on a dirt road a mile east of where the nearest pavement ends. "I'm not on a county-maintained road, and they're charging impact fees that are going to the county Department of Transportation," Stewart said. "I think the fee is a good thing if the roads are benefiting you, but as long as the appeal process is in place, people will appeal." Klinger said that looking at impact fees alone is not fair in determining the share of roadbuilding costs that developers pay.

He said most large developments separately pay to widen or build major roads near their projects as they wind through the county approval process. Developers also pay a $40 per linear foot "escrow fee" to the county to cover infrastructure costs, he said. He also said the fees will not help the county's more heavily congested centi areas because most new homes now rise far out on the periphery, such as Rita Ranch on the Southeast Side, and the fees must by law go to roads benefiting the homes that pay for them.
