I 'f I A mm fff W'i Jmm mmrn IA mSr i -r? mj A it Cablevision plans no big ad campaign for the temporary store but will refer customers there by phone. A permanent store, located in a different spot in South Park Mall, is expected to open in late July or August. A grand opening is planned for the move to the permanent store. Hugunin said some recent problems with the phones were traced to a faulty trunk line.

The line fouled up call distribution for the system and spoiled queueing for calls on some other trunk lines, Hugunin said. Cablevision recently switched to a more sophisticated phone system. The new system can give reports every half hour on how many calls have come in and how many people were placed on hold. Hugunin said the reports already have shown that peak hours are not always the times Cablevision thought were peak hours. Schedules will shift after Cablevision gets a couple of months experience with call patterns, Hugunin indicated.

He expects it to take several weeks to iron out remaining bugs in the computerized system. By KEVIN DOYLE The Times Cablevision of Shreveport will open a satellite store in South Park Mall within two weeks, Cablevision General Manager Mike Hugunin said Wednesday. Hugunin also said that most problems with a new phone system for the firm have been worked out but some fine-tuning remains. The system includes 22 trunks and 150 lines. "Every one is in working order to our knowledge," Cablevision spokesman Karen Robson said Wednesday.

Hugunin said Cablevision officials, like some other callers, were told recently by a phone operator that the line was out of order when it tried its own service number, A phone company supervisor later apologized for the goof, Hugunin said. Cablevision subscribers will be able to pay bills, buy new services and get new equipment at the store, which will be located near the Montgomery Ward store in South Park Mall. Bossier Parish ended its school year last week. CAEDED PARISH SCHOOL: Herndon staffing formula OKM iV.V Louisiana's strict new drunken driving law has the backing of a majority of the state's residents, according to a poll taken by Louisiana Tech University. Almost two-thirds of the Louisia-nians surveyed think the new penalties are "about right" in severity while only a tenth thought them too strict. Basically, the law provides that first offenders be fined $125 to $500 and be jailed for 10 days to six months. However, the judge can reduce or drop the jail time and replace it with four days of public service work and participation in a rehabilitation program.

The respondents were about evenly split as to whether a judge should be able to vary the penalty. More than 500 people throughout the state responded to the questionnaires sent out by the Louisiana Survey Center of Tech's College of Administration and Business. Almost 90 percent thought a jail term or high fine ($400 to $500) for first offenders would reduce the chance of a second offense. And while most Louisianans agreed By SHEILA GOUR Times Education Writer Some staff members are referring to it as the Caddo Parish school system's latest "success story." But School Board members argued almost two hours Wednesday before approving a staffing formula for next year's proposed magnet program at Herndon ElementaryMiddle School. Enrollment for an academic and performing arts middle magnet program at the school has already reached more than half its anticipated level.

With more than 250 of the estimated 400 students planned for the program's first year of operation, school system staff members asked the board for approval of a staffing formula that would place at least 20 teachers at Herndon. The request was made in preparation for the fall startup of North Caddo's hi Apartment zoning request tabled Board offers stadium to Americans first full-fledged enrichment program. But board member Robert Neff took exception with the staffing plan, saying it would create an "unbelievable" student-teacher ratio at rural school. Using the early enrollment figures, Neff calculated that ratio at one teacher for every 11 students. "This situation arises in order to offer as many programs at Herndon as are offered at Caddo Middle Magnet School," he said.

"While on the surface that appears to be a very worthwhile request, it deserves some consideration. In an effort to equalize the programs, we will have created a great inequity in the pupil-teacher ratio." The plan had the potential of creating an "elitist program" at Herndon, Neff said, if the middle motivated organization and on the kind of situation in which the plan will place the board and the city of Shreveport. "Before we make a decision to rent out our stadium for $500 when the city of Shreveport rents theirs for $5,000, we need to make sure that we're going to come out all right," Boardman Jerry Gaines said. "I also think we're going against board policy; we're setting a precedent that could come back to haunt us later." Gaines said he had heard that the city spends about $3,800 preparing ce 1958. Jones' bid for a Linwood Avenue townhouse-apartment development at Wednesday's Shreveport Metropolitan Planning Commission meeting. Jones asked the commission to re-zone several acres of land on the west side of Linwood 150 feet south of Rutledge Street for the development. But after hearing opposition from several residents who live near the proposed development, the com-, mission voted to defer the case and asked its staff to work with Jones and the parish engineer to alleviate some of the residents' concerns. Many of the 50-plus people attend-. ing the hearing told the commission that Jones' development would increase traffic in the area, worsen already-poor water pressure and en enrollment stays lower than capacity.

That ratio is necessary, he said, because of a larger variety of elective courses offered in the magnet program than those offered in neighborhood schools. "What we're trying to do is implement a program that you approved earlier this year," Stockard said. "Our prediction that (an enrollment of) 400 will be reached is not unrealistic, going by the number of applications we've been receiving." School Board members approved the staffing plan, along with a separate request for an additional $50,000 to purchase equipment and supplies for increased enrollment at the elementary level at Herndon. Early estimates placed the total number of kindergarten through fifth-grade students there at about 200, but so far the school has received applications for 460. mate there would be more wear on the facility.

"I do see some community gain in trying to assist the team on the one hand," Oglesby told the board. "But I also see some problems with trying to use the facility during the summer. We don't know exactly what the impact on the stadium will be until the fall." Other questions concerning security and maintenance personnel, insurance requirements and consumption of alcoholic beverages were raised as part of the rental considerations. BTW Also approved for transfer is Herndon Middle School Principal George Rye, who moves to the Caddo Heights post. Radar sites listed with the first-offense penalties, about five out of six respondents believed the minimum jail term for a second offense (30 days) was too lax. About the same percentage agreed with the part of the law that suspends a driver's license for refusal to take a sobriety test. Almost two-thirds thought that raising the legal drinking age to 21 would reduce the incidence of DWIs. On what would be the best way to reduce drunken driving, the respondents were torn between a jail term, mandatory enrollment in a rehabilitation program and suspension of driving privileges. Only about 7 percent thought a fine was the best deterrent.

Tech established the Louisiana Survey Center last June after observing similar programs at other schools. It sent letters to 5,000 Louisiana residents, asking them to become respondents for surveys. Justice Department. Assistant Superintendent for Instruction Dr. Betty McNeese told the board that the Herndon plan could be another "success story," modeled almost exactly after the existing middle magnet program. Currently, the ratio at Caddo Middle Magnet is about 20 to one, with 51 teachers for a total enrollment of 1,000 students. But Director of Middle Schools Jimmie Stock-ard said a minimum of 20 teachers would be needed at Herndon, even if its field for each Americans game, justifying the $5,000 rental fee for Independence Stadium.

He also said the measure could put the School Board in an undesirable competitive position with the city. Board member Jerry Tim Brooks defended use of the athletic facility, however, saying it would improve' community relations. While the school system's normal stadium rental fee is $500, Assistant Superintendent of Business Affairs Dr. Don Oglesby said the fee would probably be doubled for use by the football team because officials esti Wednesday at its regular meeting. The board also approved the transfer of Caddo Heights Elementary Principal Roosevelt Crosby to Midway Middle School.
