Dale Welch, head of the Department of Criminal Justice, Social Work, and Sociology, said participants will tour selected areas of Oklahoma to learn more about the Western heritage of the United States, with emphasis on Indian culture. The travel program will consist of lectures by selected authorities on numerous aspects of Indian culture, as well as tours of nationally recognized museums and art centers, attendance at two musical dramas, and visits to replicas of Indian villages. The festival was founded by the Rev. F.D. Kirkpatrick of Hay-nesville, a noted fighter for civic rights and founder of the Many Races Culture Foundation, one of the sponsors of the festival. Other sponsors include the Natiional Endowment for the Arts and the Lousiiana Division of the Arts. The festival is open to the public and admission is free.

Times Ruston Bureau GRAMBLING The rediscovery, celebration and reclaiming of folk traditions in North Louisiana enters its second and final weekend today in Grambling. The North Louisiana Folk Arts Festival is being held from 10 a.m. to 11 p.m. at the Grambling Community Center. Quilting, wood carving, basket weaving, canning, butter making and old time farming displays will be among the exhibits at the festival.

The council's utility committee approved a possible sale this summer of four megawatts of electricity for a 12 hours a day in June and six megawatts from July to possibly early September. Ruston Superintendent of Utilities Max Albritton said the sale would bring in as much as $40,000 to the Ruston 's coffers. The transmission of the electricity to Minden would be of no cost to Ruston and would not be a problem, The Ruston power plant is capable of generating 82 megawatts of power. The peak reached last year was during the summer, when 41 megawatts of power was generated in Ruston. Albritton said the peak this summer should be 42 megawatts.

In another development, Albritton said he had been contacted by officials with Cajun Electric Co. in New Roads on the possibility of a sale for five months next summer of 25 megawatts to that system.
