During their presentation to the mineral board, Texaco officials went on the offensive, attacking the accounting firm that assisted the attorney general in preparing a report claiming the oil company underpaid the state by such an amount for natural gas produced on state land. Teague told the Mineral Board that the accounting firm of Ernst Whinney made errors that he does not believe were inadvertent. Texaco has hired its own accounting firm, Arthur Andersen to analyze documents prepared by the attorney general and Ernst Whinney.

Arthur Andersen Co. contends that Ernst Whinney's report does not meet the standards of the American Institute of Certified Public Accountants and that Ernst Whinney relied solely on interpretations provided by the state and did not express independent opinions. BATON ROUGE (AP) Texaco filed suit in state District Court here Thursday to dispute Louisiana claims that the giant petroleum company owes Louisiana about $387 million in underpaid royalties. Division Vice President L. Paul Teague cited an "interminable barrage of allegations" and a "relentless pursuit to discredit our company" as reasons for the suit.

Teague told the state Mineral Board Wednesday that the company would ask the court to determine the legal issues involved in the matter. "We're confident of our position so let's resolve this matter once and for all in the courts," Teague said. Attorney General William Guste Jr. told the Mineral Board he agrees the dispute should be handled in court, but Guste urged the board to authorize him to demand that Texaco pay almost $387 million that the attorney general contends is due the state. Fox McKeithen announces switch in races at Capitol news conference. McKeithen unexpectedly trades races BATON ROUGE (AP) State Rep. Fox McKeithen, who announced he would conduct a series of news conferences around the state to run for governor, took many by surprise Wednesday as he bowed out of that race and announced as a candidate for secretary of state. "I have been contemplating the governor's race for some time, but my own appraisal of the present situation and the advice of my closest friends and supporters have persuaded me to be a candidate for secretary of state rather than governor," he said at the first news conference at the Capitol. They felt I needed more experience," added McKeithen, who is a freshman legislator.

He becomes the first officially announced candidate for the job now held by Secretary of State Jim Brown, who is running for governor. Within minutes of McKeithen's announcement, Brown had news releases on Capitol reporters' desks saying that McKeithen's withdrawal from the governor's race would be a boon to the Brown campaign. "The McKeithen name carries a great deal of respect and support in my area of the state, and we have shared many supporters," said Brown, once a state senator from Ferriday. "As the only candidate from northeast Louisiana, I will have a solid base McKeithen acknowledged that the post could be a stepping stone to the governor's chair in the 1991 elections. Mrs. Truluck died Monday March 9, 1987, at Bossier Medical Center after a lengthy illness. She was born in Marshall, Texas. Mrs. Truluck took a great deal of pride in her home and vard, having received the Bossier City Chamber of Commerce Beauti-f ication Award.

She was a member of Central Christian Church. Mrs. Truluck was preceded in death bv her husband, Dan Truluck. She is survived bv one sister, Ethel Mae Bramlet of Houston, Texas; two brothers, Clifford H. Jones of Wood-ville, Texas and Bonnie Earl Jones of Houston, Texas; a number of nieces, nephews and cousins.

Barbara Ellen Zumwalt HOUSTON, TEXAS Barbara Ellen Zumwalt died Friday March 6, 1987, in Houston after a iong illness. She was born in DeRidder, December 5, 1937, raised in Shreveport and graduated from Bvrd High in 1955. She was a research chemist in Houston. She was preceded in death bv her mother, Virginia Billings Taylor and stepfather, Mike Taylor. Survivors are her father and stepmother.

Louisiana leads the nation in unemployment with a 14.7 percent rate, more than double the national average rate. The extended benefits program no longer meets federal qualifications, officials said. Extended benefits kick in after the first 26 weeks that regular benefits have been paid. The federal government supplies half the funding for the program, which pays benefits for people who have been unemployed for longer than 26 weeks.
