Over the past 10 years, several agreements between the river authority, Henderson and Kilgore were made, providing the framework for the project's realization, the mechanical engineer said. "Under an intercity agreement between Henderson and Kilgore, a low-water dam and pump station was completed on the Sabine River," he said. By Marcus Bennett Longview News-Journal Correspondent HENDERSON Next month's bidding on $8.5 million in certificates of obligation for a Sabine River waterreservoir and treatment plant project will mark the beginning of the end for Henderson's 30-year quest for a surface-water supply, according to Earl Heath, city manager.

Henderson has been looking for a surface-water supply because of its very limited aquifer and its desire for future growth, Heath said. "We have about six water wells in use now which will eventually be gone," Heath said, "and when it comes to water, industries don't understand (water) wells. They want to see water." Heath said the city is using 3.5 million gallons of water daily, and the proposed water pipeline and reservoirwater treatment plant would provide an excess of 50 percent more water daily to the city. "Even with 4.5 million gallons of water a day, we will still have some wells he said. "Whether we need additional water or not will depend upon our growth and bikes said other projected costs directly associated with Kilgore include a $15 raw-water pump station at the river anH a $150,000 raw-water intermediate pump station.

"Kilgore will also allow Henderson to use an existing pipeline between Longview and Kilgore at no cost," he said. About 20 years ago, Texas Utilities proposed a similar project, received a construction permit and asked Henderson to participate in the same proposed lake, Stokes said.
