Atkins said he was "driving down." Snow was falling all along the lake front, but Atkins aaid ''He'll be here." Chestnut flew in from New York and weighed in at 130. Johnny Bizarro of Erie, a lightweight flash, became ill during the day and his six-rounder with Les Bagi of Windsor, Canada, was wasned out.

Tommy Fitzgerald of Detroit was scratched from a welterweight six-rounder, and Frankie Howard of Cleveland moved in against Clevelander Frankie Trusso. LOUIS, March 16 JP) i Managing Director Walter Wolf- ner asserted today the transfer of the pro football Chicago Cardinals to St Louis was not "absolutely settled." The major stumbling block, said Folfner just before return ing to Chicago, is a 7 per cent admissions tax. "The people I've been dealing with never told me about the tax, he said. ''The first I heard about the 5 per cent city and per cent state tax on admissions was when I came here." Wolfner said the city-state tat, plus the 10 per rent fedeml amusement tar, and rental on Busch Stadium would mean "pretty close to a 30 per cent bite right off the top." Serious Matter ''This is a very serious matter," he continued, "A really stagger ing thing "We held some conversations today in "reference to the local tax situation, but the problem really hasn't been resolved yet. "We hope to reconcile the thing, possibly obtain some tax relief, at least until a new, bigger stadium is built. We have an out on our contract, but we don't want to use it." The National Football League approved the switch of the Cardinals last weekend.

The plant was for the Cards to play their six home games in Busch Stadium, home of the baseball Cardinals, until a proposed riverfront stadium is completed perhaps by 1963. Enlargement Plan Under discussion was a plan to erect temporary bleachers at Busch Stadium to seat 7,000 per sons. The bleachers would block the right field pavilion, making total capacity 32,500. "With the taxes and a stadium," Wolfner observed in a telephone interview, "We haven't got much leeway. If we get bad weather, there's no way to recover any losses.

Well be lucky to get a new stadium by '63. ''I'm going to have to mull this thing over for quite a bit." Wolfner said he had come to a temporary agreement with Al Bannister, real estate manager for Anheuser-Busch, on lease terms of Busch Stadium.
