Now it's an arid basin. But Wednesday, engineers plan to set off a series of explosions, beginning construction of Southern California's biggest reservoir and opening a bonanza for scientists. Preliminary cuts at the 4,500- acre lake site promise a treasure of fossils, paleontologist Eric Scott said. "This is better than 'Jurassic Park,'" Scott said. "'Jurassic Park' is a movie. This is real life — or real death." Eventually, 12 million cubic yards of earth will be excavated, down to a depth of 60 feet. Last week, Scott was ecstatic over the most recent discovery, a hip bone from an American lion, a slightly bigger relative of the modern African lion. "We've found' this incredible amount of material, and it's just going to get better and better," said Kathleen Springer, Scott's colleague at the San Bernardino County Museum in Redlands. Native American volunteers and archaeologists have combed the basin for human artifacts. Two dams, one two miles long and one 1.7 miles long, will close the Domenigoni Valley and adjoining Diamond Valley. The reservoir will hold 269 billion gallons of water brought from northern California and the Colorado River. T he reservoir for the region's Metropolitan Water District will nearly double Southern California's surface storage when it's finished in 1999 at a cost — paid ultimately by water users — of $1.8 billion. Project manager Dennis Majors said the water district, which serves about 15 million people from Ventura County to Mexico, was spending about $12 million on archaeology and paleontology. Officer punished for deed Man discharged for viewing prison By The Associated Press FORT DRUM, N.Y. — An Army 'officer was dismissed from the military but received no prison time Sunday for make an unauthorized inspection of a Haitian prison, where he feared inmates were being abused. A panel of five officers rejected a maximum sentence of six years and three months for Capt. Lawrence Rockwood, ordering his discharge and taking away two- thirds of his pay and allowances. The panel convicted the 15-year veteran late Saturday of four of five charges stemming from his Sept. 30 investigation of reported abuse at Haiti's National Penitentiary in Port-au-Prince. Rockwood stood at attention and displayed no reaction when his sentence was read. Besides prison time, a prosecutor asked for Rockwood's dismissal and forfeiture of all benefits. He would have faced a maximum of 10 years had he been convicted of all five charges. Rockwood, a counterintelligence officer who was with the 10th Mountain Division in Haiti during the U.S. intervention there, accused his superiors of ignoring reports of mistreatment of inmates and said it was his duty to act because further delay could cost lives. Rockwood, 36, was convicted of conduct unbecoming an officer for failing to show up for his assigned night shift, sneaking away from the American compound just outside Port-au-Prince without permission and going to the prison to .conduct his inspection, endangering himself and the U.S. embassy liaison officer who had to retrieve him.
