Government reports showed that orders for big-ticket durable goods in August suffered the biggest loss in 16 months, and new claims for unemployment benefits jumped last week to the highest level since mid-July. "These numbers make Chair- man Greenspan look pretty smart," said economist Maury Harris of PaineWebber Inc. in New York. "All the data is telling the same story: The economy is slowing down." Fed Chairman Alan Greenspan has held in recent weeks that inflationary pressures did not necessitate interest rate hikes. The news sent stocks and bonds higher on Wall Street, although the Dow Jones industrial average lost 8.51, closing at 5,868.85. The broader stock market was higher. Bond prices rallied for a third straight session, sending the yield on the 30-year Treasury bond to 6.88 percent, down from late Wednesday's 6.92 and the lowest level in more than a month. T KANSAS POVERTY RATE Number of poor Kansans declines But real household income still remains below the 1993 level By CURT ANDERSON The Associated Press WASHINGTON — The number of Kansans living in poverty declined to 10.8 percent in 1995, but real household income remains below the 1993 level despite some gajns, the Census Bureau reported Thursday. The 1995 Kansas poverty figure compared to 14.9 percent in 1994 and was roughly equal to the 11 percent 1995 poverty rate for the Midwest as a whole. The region has seen its overall poverty rate decline 13 percent over the past three years. Nationally, the poverty rate was 13.8 percent in 1995, down from 14.5 percent the previous year. The poverty threshold for a family of four in 1995 was $15,569 in an- nual income, not including taxes and such benefits as Medicare and food stamps. At the same time, the median household income in Kansas — adjusted for inflation — rose from $29,125 in 1994 to $30,341 last year. Despite the improvement, however, the 1995 income level remained below the 1993 figure of $31,398. In the nation as a whole, the 1995 median household income rose 2.7 percent to $34,076 from 1994. "The improvement is broad- based, affecting all segments of our economy: blacks and whites, young and old, male and female, single and married households, and those at the top, as well as the bottom," said Joseph Stiglitz, chairman of the president's Council of Economic Advisers. The Clinton administration was quick to trumpet the new Census Bureau figures as evidence that the economy is robust and that people's real incomes are on the rise. Republican presidential nominee Bob Dole has contended that the economy is sluggish and that his tax cut plan would help. "The Clinton administration has turned the trend around as America's income is rising again," said Commerce Secretary Mickey Kantor.
