Albert F. Beitel, Washington attorney for the two groups, filed the application. It states that Texas International Airlines Inc. holds a certificate of public convenience and necessity which authorized direct service between Shreveport and Denver but "has not provided such service and according to the best information petitioners have obtained, TXI has no plans to provide the service."
