The last conservative Republican to win the GOP gubernatorial primary, Charles Sandman, lost by a landslide to Brendan Byrne in 1973.

But one Republican legislator said Albanese should not be written off as a viable candidate. "Remember, a lot of conservatives vote in primaries," he said. In 1978, conservative candidate Jeffrey Bell scored an upset victory over U.S. Sen. Clifford Case in the GOP senate primary and went on to be defeated by Bill Bradley in the general election.

During a press conference announcing his candidacy, Albanese dodged questions about campaign issues saying he wants to spend the next few months talking to voters before he comes out with position papers. Albanese conceded that to most people outside his district he is "Don But he said he plans to conduct a "sophisticated, properly-run media campaign" to get his name known around the state. Among the other Republicans considering a run next year are Paterson Mayor Lawrence "Pat" Kramer, state Sen. Barry Parker, Hamilton Mayor Jack Rafferty, former Assemblyman Thomas Kean and Totowa businessman Joseph "Bo" Sullivan. Albanese, an accountant who lives in Lopatcong Township in Warren County, was first elected to the Assembly in 1975 and won re-election twice by wide margins.

In the Assembly, he serves on the taxation committee and is vice chairman on the Joint Legislative Ethics Committee. By JANET THOMPSON Gannett News Service TRENTON What does it take to be a winning gubernatorial candidate? According to Assemblyman Donald Albanese of Warren County, the first Republican to officially enter the governor's race, you must be a conservative from the suburbs, a member of a major ethnic group, have experience in state government and be a proven vote getter. Hire a top-notch media consultant and you cant lose. Maintaining that he has all these qualifications and a professional campaign consultant, the litte-known legislator from the sparsely-populated northwest ner of the state officially entered the 1981 gubernatorial race Tuesday. He said a study of New Jersey Republicans shows 44 percent are conservative and 25 percent are Italian- Americans.

f. "More Americans describe themselves as con- servatives than by other category," he said. "This trend is also evident in New Jersey." There is no doubt Albanese is a conservative. He bitterly fought against the state income tax and voted against public financing of gubernatorial primary elections. Now that gubernatorial financing is law, however, he says he'll take advantage of it.

He said he doesn't blame South Jersey residents for talking about seceding from the state because they, 'like residents in his home district, are being ignored. He said the state has gone too far in trying to protect the South Jersey Pinelands. Albanese said state government should be run like 1 an "efficient corporation" with the governor as "chairman of the board."
