GOP rank and file also voted acclamation for holdover 'Majority Leader Dick Armey and Majority Whip Tom DeLay, both of Texas, and for Rep. J.C. Watts of Oklahoma, Congress' lone black Republican, for the fourth-ranking job of Republican conference chairman. On the Democratic side, Gephardt, of Missouri, will again be joined by Minority Whip David Bonior of Michigan and Caucus Chairman Martin Israel tightens JERUSALEM (AP) Israel imposed a stringent blockade around Palestinian communities Tuesday in response to the deadly drive-by shootings of Jeanette Montgomery GILMER Graveside services for Jeanette Montgomery, 67, of Gilmer were held at 4 p.m.

Congress OKs tax bill, averting trade war WASHINGTON (AP) Congress sent President Clinton legislation Tuesday to stave off a potentially damaging transAtlantic trade war by replacing a U.S. export tax system that was judged an illegal subsidy by the World Trade Organization. With the presidential race unresolved, lawmakers decided to postpone other major tax and budget decisions until December.

But if the tax bill languishes beyond Friday, the European Union is prepared to begin imposing retaliatory tariffs on U.S. products. "The clock is ticking, and only by acting now can we avoid a destructive trans-Atlantic trade said Rep. Bill Archer, RTexas, chairman of the House Ways and Means Committee. "There will be no winners in such a war." The bill, which cleared the Senate unanimously earlier this month, passed the House by 316- 72.

President Clinton is expected to sign it in time to meet the Friday deadline. The Senate also approved by voice vote a temporary spending measure to keep government programs running through Dec. 5, rather than attempting to finish budget negotiations this week with the White House for the fiscal year that began Oct. 1. Lawmakers said there was too much uncertainty and distraction surrounding the Florida presidential recount.

Although Congress won't be in session, some negotiations will continue while the election is settled. Mrs. Ingram died Sunday, Nov. 12, 2000, in Bayshore Medical Center in Pasadena. She was a homemaker and a member of the First Baptist Church of Longview. Mrs.

Ingram was born Oct. 16, 1911, in Campbell. She received her education in Texas public schools. On Nov. 12, 1932, she married Frank Russell Ingram in Hugo, Okla.

He preceded her in death on March 15, 1980. Survivors include one daughter, Frankie Sue McBride of LaPorte; three grandchildren, Robert McBride, Rene McBride and Frank McBride; six greatgrandchildren, Ryan McBride, Eryn McBride, Taylor McBride, Daniel McBride, Emily McBride and Sarah McBride; and two sisters, Joye Camp of Greenville and Sandra Oden of DeBerry. Shelly Pool Arden Shelly Pool Arden, 40, of Kilgore, passed away Monday, Nov. 13, 2000. She was born Dec.

14, 1959, in Borger. Mrs. Arden was preceded in death by her father, Troy Pool. She is survived by her husband, Lynn Arden Kilgore; her mother, Dollie Pool of Kilgore; two sisters, Vicky Harton of Kilgore and Rhonda Carpenter of Beeville; a brother, Dana Pool of Winnsboro; a stepdaughter, Kari Self of Henderson; a granddaughter, Tori Self of Henderson; and a niece, Kendra Harton Parker of Shreveport. Pallbearers will be the surviving nephews, Lynn Harton Jr.

3, 2000, at Baptist Medical Center Montclair in Birmingham, Ala. He was a native of Talladega County and had lived in Texas before moving back to Talladega in 1989. Mr. McClellan attended Bethlehem United Methodist Church in Munford and was a salesperson at the Bill Stanford auto dealership. He had previously been employed in Longview as a salesperson for Lively OldsCadillac and as used car manager for Brew Pontiac- Honda.

Mr. McClellan was preceded in death by his father, Frank R. McClellan. He is survived by his wife, Julia McClellan of Munford; two daughters, Susan Deuel and Gail Cicione of Munford; one son, John Thomas McClellan Jr. of Munford; his mother, Dollie McClellan of Munford; two sisters, Shirley Alford of Longview and Brenda Johnson of Munford; one brother, Terry Frank McClellan Sr.

Study analyzes bike injuries to children CHICAGO Children suffered an estimated 2.1 million bicycle-related injuries in the United States between 1992 and 1997, with boys much more likely than girls to get hurt, a study released Tuesday found. About 1,500 deaths occurred during the six-year period. Boys ages 5 through 14 were the most common victims, with an estimated 224,200 cycling injuries each year, compared with about 93,000 for girls the same age. The findings by Drs. Elizabeth Powell and Robert Tanz of Children's Memorial Hospital in Chicago were published in the November issue of Archives of Pediatrics Adolescent Medicine.
