Meanwhile, Hersey Wilson, a black juror, said blacks on the jury welcomed the Justice Department objection and said it will mean more representation for the black community.

"The lines will have to be re-drawn to give more black representation," Wilson said. The juror also said he feels that it is time that the Police Jury gets involved in drawing up new lines instead of the charter commission. Juror Bill Cockrell said he hopes the matter can be handled expeditiously with the charter commission being allowed to make any minor district line changes and the plan then given back to the Justice Department for approval. He said he is hopeful that the election of parish commissioners can remain on the fall ballot. Jurors Danny Dumas and Bill Hargrove echoed Cockrell's opinion.

National FBLA cites area youths Two North Louisiana high school students have won national honors at the 32nd annual Future Business Leaders of America National Leadership Conference in San Francisco. Minden High School senior James M. Winford Jr. was elected national FBLA president, while Bossier High senior Jeff K. McDonald captured first place in the public-speaking competition.

Winford, who also serves as state FBLA president, was elected on the first ballot by youths selected as delegates to the conference. He will begin official duties by attending a two-week management seminar in Washington, D.C. Winford's campaign was managed by Sherie Doerge and sponsored by Jean Doerge, business-education teacher at Minden High. Assisting were Les Davidson, Drew White, Brian McGuire and James Cottrell, campaign coordinators for a staff which included FBLA members from throughout Louisiana. Winford was presented a key to the city by Minden Mayor Noel Gene Byars and honored recently during Jay Winford Day 1 14 s- an, a jf ft 1 r.

A winner of the Freedoms Foundation Award, Winford is a candidate for the U.S. Military Academy at West Point and the U.S. Naval Academy. McDonald won the speaking competition with a motivational lecture on one of several FBLA goals development of competent, aggressive business leaders. His speech focused on choosing the "diamonds or dirt" in life by altering one's attitude.

The news from the Justice Department caught both jurors and other officials off guard. "I thought we were home free," Lunn said. When the plan was approved for inclusion on the ballot, charter study commission members believed that the plan had already been approved by the Justice Department because it is identical to one approved for the Caddo Parish School Board. "That's just incredible, that we would have different districts for the School Board and the Police Jury," he said.

Lunn said that as soon as official notification is received from the Justice Department with the particulars on the objections to the new plan, steps will be taken to begin sorting things out He said there are two avenues open, asking for reconsideration by the Justice Department and requesting a hearing before a three-judge panel in Washington, D.C. The Times quickly checked the two Cablevision phone listings, one a service and billing number and the other a repair number, about 5 p.m. Tuesday. It took Cablevision employees about six minutes to answer the billing number and five minutes to answer the other line. The representative who answered the repair line estimated.there were 16 people answering phones at the time. Hugunin said there are at least two reasons the lines are so busy lately.

One is that the addition of new services in April still has people calling in. Another is that it takes longer to place an order because Cablevision offers two or three times the options it offered before April and orders tie up the phone lines longer.
