plans for use of traffic safety films. Bigger Police It also' was recommended that two police officers and one clerk be added to the city police force. That recommendation was made from a table compiled by the International Association of Chiefs of Police on the basis of one and one-half policeman for each 1,000 population and is based on the 1950 census, Mr. Miller said. "Carroll's traffic records are incomplete because of the absence of a records clerk In the police department," Mr.

Miller said. Other recommendations included cross-reference of accident files; uniform control devices; raising of police pay scales; and written policies governing traffic operations. Lists Good Points Points for which Carroll was praised include streets with light ing above the minimum standerds; coordination of signal lights for progressive movement of traffic through town; and radio-equipped police cars. The Carroll public school was cited for a driver education program of 35 class room hours and seven behind the wheel. That is above the minimum standard, Mr Miller said.
