Peace of Louisiana. DEATHS Without teacher pay hike, schools may not open this fall, says Henry Elzie Hughes who also have been seeking raises. Hubert Llncecum, who heads the AFL-CIO council representing public employes, said the teacher pay problem is no more severe than that of civil service pay. "1 knew he (Henry) would bring up the strike thing," said Lincecum. "He knows the civil service employes can't strike.

They don't have any bargaining power." Lincecum said Rep. Clyde Kimball of Oscar has asked the Legislative Council to draft a bill which would appropriate $72 million to give each civil service employe a $1,200 annual pay hike. "It doesn't have prayer of passing," said Henry. "When you compare what teachers make in our state as in other states and what civil service employes here make in comparison with those in other states, it's not difficult to see the teachers need help first." He said by cutting the governor's executive budget, the capital outlay bill and by using some surplus from this fiscal year, "it should be relatively easy to come up with $60 million to $70 million to fund a teacher pay raise. "I don't know just how much we can cut the budget but we can scale back the number of state employes and implement the freeze order on new hiring.

If there's money left after funding teachers, then it can go to civil service." Lincecum said it "would be a shame" to give only teachers a raise and to gather some of the money "by taking away jobs from state employes." Will a teacher pay bill pass? "I think the legislature is aware of the problem and the priorities," said Henry. "We've got to do something meaningful and anything less than $1,000 a year won't be meaningful. "I just hope we do something because I'm concerned with what might happen this fall." BATON ROUGE (AP) -House Speaker E. L. Henry said Wednesday that if teachers don't get at least $1,000 annual pay raises in the upcoming legislative session some schools might not open next faU.

A teacher strike? "I don't know but it's a possibility, I think," Henry said in an interview. "The teachers feel they're underpaid and they are underpaid I'm just concerned what might happen." Henry called public education "a critical problem" and said teacher pay would have to be a top priority much higher than the priority of increases for civil service employes Mrs. Llllie Dickerson of Atlanta, Mrs. Dolly Poindexter of Vivian, Mrs. Birtie Clements of Seagoville, and Mrs.
