Louisiana higher education Commissioner Joseph Savoie cited the program's impact in Oklahoma public schools when explaining why the board decided to test EPAS.

In Oklahoma, 86 percent of eighth-and lOth-graders are enrolled in schools participating in EPAS. The state has seen a significant increase in ACT scores and the number of students, especially minority students, taking a college-prep core curriculum. Marie Eakin, assistant principal at Hamilton Terrace Learning Center in Shreveport, taught in Oklahoma for several years. She's familiar with the state's diverse population, which includes large concentrations of Hispanic and Native American residents. Hamilton Terrace, an alternative school, will administer the EPAS to its students this year.

Eakin encouraged school officials to try the program. "When we looked at the research in Oklahoma, the statistics were very promising," she said. "We feel like our students can benefit from the program. We do work with students who are not always successful in education and school." By Melody Brumble The Times LOGANSTORT-Eighth- and 10th-graders at Logansport High School will be guinea pigs for a new test piloted by the Louisiana Board of Regents. Logansport is among seven Northwest Louisiana schools that will use the Educational Planning Assessment System, or EPAS, to measure students' academic achievement and career interests.

The test is administered by the American College Test national testing service. Logansport Principal Lillie Giles will use the test results to improve ACT scores and the school's curriculum. Students generally have scored 16 to 19 on the ACT. "The target is to get beyond a 21, of course," Giles said. There are not enough of them at that upper level Even though many of them may have an A in a subject it's not translating into that score, for whatever reason." She also will use EPAS results to predict which students are capable of college-level work in advanced-placement classes.

The results also win help students in a new pre-GEDjob training program make career decisions, she said. Cupp was born November 30, 1921 in Waco, Texas to Bessie and Charlie Leroy Cupp. He attended Waco High School and graduated with a B.S. degree from Baylor University. Byron and his wife of fifty-years, Doris Elizabeth Stowers Cupp, were married on July 17, 1943. He was a veteran of the U.S.

armed forces having served in the Air Force during WWII. Byron worked for thirty years in the insurance industry in Texas and Louisiana while earning his CLU in 1971. Mr. Cupp was a long time member of Broadmoor Baptist Church where he served as a deacon and former deacon chairman, Sunday School teacher, and faithful member of the Sanctuary Choir. Byron was a devoted husband and loving father.

His love for the game of golf was surpassed only by his love for his Lord, his family, and his church. Mr. Cupp was preceded in death by his mother Bessie, father Charlie, and brother Charles. He is survived by his wife, Doris; daughter, Donna Kidwell and husband Jerry of Shreveport, LA; sons, Ron Cupp and wife Rae of Sulphur, LA and Charles Cupp and wife Stacy of Shreveport, LS; nine grandchildren: Angela Conlon of San Antonio, TX, Amy and Abby Kidwell of Shreveport, LA; Katie, Lori, Christopher, and Jennifer Cupp of Sulphur, LA; Meredith and Caroline Cupp of Shreveport, LA; brother, James "Manny" Cupp of San Antonio, TX; and sisters Lucille Alexander of Crawford, TX and Bess Robinson of Houston, TX. He was a native and lifelong resident of Shreveport, LA. Mr. Boggs was a retired painter with Brookshires; was a member of Indian Hills Baptist Church; a veteran of the U.S. Navy and served in the Korean War. She was born in Minden, LA and resided in Shreveport for nearly 70 years. Mrs. Hendrick received her nurse's training at Highland Hosptial School of Nursing. She had been very active in community service, having organized and implemented polio vaccinations for the Shreveport-Bossier area in the 1960's. She was a member of St.

Paul's Episcopal Church, serving on the Altar Guild for many years, a Schumpert "Pink Lady" Volunteer for over 50 years, and a longtime member of the Woman's Department Club. She is preceded in death by her husband, Dr. J. V. Hendrick; her parents, Jessie Rowe and Frances Avery Stuckey; a sister, Velma Stuckey, and two brothers, Curtis and O.D.

Stuckey. She is survived by a number of nieces and nephews. Heartfelt thanks to the staff of Christus Schumpert Hospice and Grace Home, and to the dedicated long-time sitters who provided Mrs. Hendrick with loving care the last few years of her life: Lois Ainsworth, Mary Ainsworth, and Ruth Burt. He lived in Panola county since 1987 moving from Buffalo, NY. He was a veteran of the U.S. Army. He attended Mt. Zion church, he retired from General Motors with 30 years of service in 1998.

He was a member of the United Auto Workers Union 2166. He married Melba Jo Potter on August 17, 1990 in Carthage, TX. He is survived by wife, Jo Chattley; daughter, Deborah Ferro and fiance' Dusty Bunton, son Blair B. Feet? Mrs. Clyde Earnestine Jackson Rutledge SHREVEPORT, LA Mrs. Rutledge passed away peacefully at Spring Lake Guest Care Center on Friday, August 31, 2001 after a lengthy illness. Visitation will be at Rose-Neath Marshall Street Chapel on Tuesday, September 4, 2001 from 1:00 P.M. until 9:00 P.M.

Funeral Services will begin at 1:00 P.M. on Wednesday, September 5, 2001 at Rose-Neath Marshall Street Chapel. Interment will follow at Forest Park Cemetery. Mrs. Rutledge was a native of Saline, Louisiana for the past 80 years.

She was a member of First Baptist Church and sang in the choir, attended First Christian Church for a time, V.F.W. Auxiliary, Electrical Contractors Association Auxiliary and the Order of the Eastern Star. Clyde was an excellent cook and enjoyed serving her family, friends and neighbors special meals. She was a loving mother to her two sons, grandchildren and nephews. Her father died when she was very young and she helped her mother raise her two younger brothers.

She outlived all but her grandchildren, nieces, nephews, and one daughter-in-law and one sister-in-law. Mrs. Rutledge was preceded in death by her husband, Collie Rutledge, her parents, Jennie Jackson and William Martin Jackson; her sons Collie Rutledge, and Jack Rutledge, his wife Mildred; her brothers Woodrow W. and G.W. Jackson.

Scott The Times Louisiana state police Troop received the green fight last year from the Louisiana Supreme Court to conduct its first sobriety checkpoint in 10 years to get drunk drivers off area roadways.

So Labor Day they decided to stage their official kickoff of their newly restored authority. About a dozen state troopers, with their cruisers' blue lights flashing, camped out just north of the Bossier City city limits, starting at the intersection of Airline Drive and Wemple Road and heading north toward Benton. Between 7:30 p.m. when the checkpoint was set up to just before 9 p.m.. troopers stopped some 250 cars headed into Bossier City.

"The majority of motorists seem to be receptive to the idea of a sobriety checkpoint" said Troop spokesman Kevin Baxter. "Our mission is to get impaired drivers off the roads and act as a deterrent for someone thinking about getting behind the wheel while intoxicated. We are using this as a start and we are planning more sobriety checkpoints in the near future." The state Supreme Court last year overturned its previous 1989 ruling barring such checkpoints, deciding instead that properly conducted checkpoints do not "violate our standard of liberty." Baxter said the purpose of the checkpoints has not changed since they were interrupted a decade ago. If troopers believed they had cause, they pulled drivers to the center turn lane and conducted a standardized field sobriety test Shortly before 9:15 p.m., troopers had conducted about 14 such tests. During Labor Day last year, troopers made 12 DUI arrests without benefit of a checkpoint This year, with the checkpoint they made only one DUI arrest between 7:30 and 9 p.m. Troopers stayed in the area until about midnight Baxter said that stretch of Airline Drive was targeted due to troopers working a high number of traffic accidents there.

The area was also tracked because Cypress Black Bayou is a weekend and holiday hot spot, which can lead to increased drinking that in turn could lead to driving under the influence. Although the diamond-shaped signs warning drivers of the checkpoint read "DWI Checkpoint" troopers were also checking for seat-belt usage, motor vehicle insurance, valid drivers licenses and proper registration. Each car was checked by troopers and constant radio communication kept traffic moving so the same cars wouldn't be checked twice. Baxter said they weren't after numbers. "If we don't make any DWI arrests, that's great" he said.

RP. Johnston, a trooper 22 years, said the checkpoints are the public safety. The purpose of checkpoints hasn't changed, even though there are a few more tilings to look for when we stop drivers like insurance that wasn't required years ago," he said. "The more the public sees a concerted effort like this, the more aware they'll be and not drink and drive and do other things that could put people in danger." One of the bands he was associated with was called The Red River Review. He was preceded in death by his father and mother, Eugene and Mabel Collins and his twin brother Jerry Collins.
