"The results of this study in- dicate Ihe rather sharp demar- cation between moderate ocular damage caused by soap in phosphate detergents and the intense causticity of carbonates and metasilicates," Ihe Nation- al Institute of Environmental Health Sciences concluded. The Food and Drug Adminis- tration, charged with protecting the public from hazardous sub- stances, has reacted to the re- port with disdain. "They are treading outside the realm in which Jhey should be operating," said an official in FDA's Bureau of Product Safety. "We have the charier, we have the mandate." The official asked not named, because he said it would violate protocol to criti- cize a "sister agency." The institute's study, con- ducted by Dr.
