The decree, signed June 4 by Chief Judge Roszel C. Thomsen, was announced yesterday by the United States Army Engineers district, Baltimore, which investi-! gated the case. The ship was libeled for discharging refuse matter into the. waters of the Elk River, near the west end of the Chesapeake and Delaware Canal, on June 5, 1965. The decree also requires United States Lines, owners of the American Racer, to pay court costs In addition to the penalty.

Coast Guard Seeks Panamanian Vessel Miami, June 10 WV-The Coast Guard reported today that a 270-foot Panamanian motor vessel with eighteen crewmen aboard has not been heard from since it left Nicaragua Saturday, heading for an area affected by Hurricane Alma. The Coast Guard radioed ships in the Gulf of Mexico and the Caribbean for any information on the vessel, the Loretto. It was due In Miami Tuesday, It had planned to proceed through the Yucatan Channel, which would have placed it in the storm area, the Coast Guard said. Maiden Trip Due A locomotive or two is going to be lashed on the deck before the Oceanjet takes off on her maiden trip across the Atlantic Ocean. Not only can this ship transport automobiles, but the garage deck is so designed that it is simple to get the cars there and to secure them with a minimum of effort. "Baltimore is considered Prudential's second port," Bark- an explained. "We always come here on every trip, just like we go to New York.

Other ports might be skipped on occasion, but not Baltimore." Stores for the Prudential vessels are purchased in Baltimore regularly, he said, and as much work as is possible is performed here. Garmatz Comments The sleek freighter with her cargo booms lifted against the red sky last night at sunset evoked a comment from Representative Garmatz chairman of the House Merchant Marine and Fisheries Committee. "This Baltimore-built ship Tying the American flag against the American sky is truly one of the most beautiful sights anyone anywhere could picture." The design of the vessel was produced by Friede and Goldman, of New Orleans, while the interior decorating was done by Mrs. Spros S. Skouras, wife of the steamship company's president.

The American-flag freighter has a sustained speed of 21 to 23 knots. She is S40 feet long and has 13,430 deadweight ton capacity with facilities to carry general, refrigerated or liquid car goes. Dry cargo holds are equip ped with riehumidifier systems. A simplified stabilization sys tem. which does not depend on personal or mechanical control, is supposed to counteract the roll of the ship in heavy seas by as much as 75 per cent.

The system consists of two tanks connected by a conduit and permits increased speed, decreased fuel consumption and less chance of cargo damage in heavy seas. The ship has automatic logging equipment which produces a con-tinous graphic record of all final operating conditions and shows standard performance or devia tions on 58 items at a glance. The LASH concept, in the opinion of the Prudential crowd, is even superior in cargo-handling to the containership idea although they still believe some break-bulk space must be available on all trade routes. The LASH system would mean that cargoes would first be loaded into barges at pierside and the barges in turn lifted aboard the "mother ships in the outer harbor. U.
