Gardiner added that while the N.A.S.D. was still engaged in a study process, it has been deter mined that the essential function performed by individual traders of making markets in over-the- any computer system that auto matically executes transactions in a machine. Robert W. Haack, N.A.S.D. president who also is a member of the committee, said it was the association's goal to develop cri teria tor a quotation system that would aid in the dissemination of information for both investors and dealers, ami at the same time im prove the mechanics of the over the-counter market.

BANKS REDUCE FOREIGN LOANS Cuts Are $300,000,000 Below Target Level New York, July 19 Banks have cut their foreign loans below the Government's target level, a F'ederal Reserve official said today. In the first two months of the year before the Administration's balance-of-paymenls program was announced hank loans to for eigncrs increased by $400,000,000. This was reduced to $40,000,000 in March and there was a return flow of dollars totaling 000 in April and May. The official, Robert L. Sam- mons, an adviser to the Federal Reserve Board, made the report at a conference sponsored by the American Management Associa tion.

To curtail a persistent flow of dollars overseas, the Administration asked banks to hold additional foreign loans to 5 per cent of the amount outstanding at the end of 1964. If banks adhere to this guide line the increase in foreign loans will be held to $500,000,000 or less. 51 Over Target Sammons said 51 banks were over the target by a combined amount of $110,000,000. Thirteen banks accounted for $83,000,000 of the excess. This $110,000,000 was more than offset by many banks who were well below the guideline.
