October 311, 1H73 Cily Council voles 1-way Harford road to "use your good offices" to learn if city teachers geared all their tests to passing one specific standardized exam, the Iowa test, at the end of the year. Councilman Fitzgerald said he had made that charge last week when Dr. Patterson came before the council and, he added, "lie didn't refute it." Nursing home unhealthy? Councilman Fitzpatrick asked the council last night to repeal an ordinance setting up a nursing home on Stony Hun lane. His action was requested by the Tuscany-Canterbury Improvement Association, which charged that an absentee owner already had "allowed that property to deteriorate in the past six years.

Over the years "the neighborhood has bad to resort to the city to have the owner board the old house up, to cut back the underbrush and to maintain the property," the association's letter to Mr. Fitzpatrick reads. "Now this developer would raze the old single-family dwelling and replace it with an over-large nursing home," the letter continues. "The developer turns a deaf car to the neighborhood's concern over the impact such development would present to the small streets, the stately shade trees, the character of the residential community." The bill was sent to the council's Judiciary Committee for hearings. The dispute concerned the extension of Harford road, part of the urban-renewal plan, All three council men from the Third district said they want a six-lane "boulevard" extension, which would make it easier for commuters from Northeast Baltimore to drive downtown. Instead, th amended plan rails for a four-lane one-way extension, which still has two "double-curve detours" at 2(lth and Aisquith streets, according to Councilman Frank X. Gal-lapher. "The whole program lacks foresight," said Mr. Gallagher.

"Later on, they'll find that these improvements have to be made to service the coinniun-ters of the First, Second and Third districts," he said. "And they'll be out digging up the streets, digging up the curbs and costing the taxpayer a lot of money," he continued. "And they won't be talking about federal money, they'll be talking about general-fund money." Councilman J. Joseph Cur-ran joined Mr. Gallagher and Councilman Carroll J.

Fitzgerald, all Third District Democrats, in protest. "During the time I've been a member of the City Council and that dates back to the Fifties and the city's first urban-renewal ordinance, I have never opposed an urban-renewal project," Mr. Curran said. Put to his "chagrin and amazement," Mr. Curran said, his expectations had been dashed when both the planning and the housing departments decided to keep Harford road one-way.

The rest of the cotmcilmen with the exception of two from the first district voted for the renewal plan. Councilwoman Barbara A. Mikulski, the only First district representative to vote for the smaller road, said her position "has been consistent I don't want a six-lane highway in Canton or High-landtown or Oliver street."
