Virginia was born in Queens, NY on February 27, 1918, and was raised in Richmond Hill, L.I. She was predeceased by her husband of 58 years, John Raymond Fleming and her parents, Otto C. and Catherine L. Lang. Virginia was a graduate of Brown's Business College, completed an art scholarship at the Metropolitan Museum of Art, and attended New York University.

Most recently, Virginia was an eleven-year resident of St. Paul Senior Living Center in Green Hills. Prior to moving to Nashville, she and her husband were residents of Westport and Mystic, CT for nearly 50 years. Mrs. Fleming served as President of The Patterson Garden Club, Chairman of the Republican Town Committee, and member of the Mystic Garden Club for 18 years.

She is survived by her son, Richard A. Fleming, Sr. (Sarah) of Nashville; three grandchildren, Kiernan F. Kutasinski (Dave), Richard A. Fleming, Jr.

(Julie), Benjamin D. Fleming (Polly); step-grandson, Alan Keith Simpkins, four great-grandchildren and brother, Wesley W. Lang, Sr. (Marion) of Naples, FL; and two nephews and one niece. A private Memorial Service will be held for the immediate family.

He is survived by his wife of nearly forty years, Claudette Crawford Smith and his daughter, Frances Smith Endres (Alex) of London, England; his grandchildren, Catherine Claudette Endres, Stuart Crawford Endres and Christopher Endres; his sister, Margaret Olivia Smith and sister-in-law, Patricia Hallman Crawford. He was born January 10, 1946 in Sheffield, AL.

He graduated from Castle Heights Military Academy and then received a degree in floral design from Michigan State University. His floral career began in Nashville and spanned more than 50 years, with his most recent venture being Ilex for Flowers. He left an irreplaceable mark on this community through his inspired design at nearly every major charitable event, and at numerous significant Nashville music venues. His work was unmistakable, and his understanding and intuition regarding the future trends in the floral industry are considered visionary. He was recognized nationally and internationally as a designer of note.

Countless people whose industries intersected with his, recognize him as their mentor and feel that their success is directly resultant from their association with him. He had the unique ability to relate to every person he met, and he excelled in knowing how to do things just right. He will be missed by all and forgotten by none. The companies should be able to provide a reliable service at a lower cost, Hot-tot said.

"They should have every right to make that decision," he said. Metro Livery owner Syed Bokhari testified that he could be forced out of business if he is required to charge a $45 minimum fare. His fares average about $25, he said. "I will not be able to serve them," Bokhari said. "I would lose a lot of customers." In an attempt to bolster that position, Hottot called two Metro Livery customers to testify about how they use the car service.

Nashville resident Mark Sissel, who works for an artist management company, said because of his poor vision, he has never had a driver's license. He said he pays Metro Livery $18 for a one-way trip. In the past, he said, he once used cabs but Metro Livery provides "some level of dignity for my job." Sissel said he could not afford the $45 fare. "I have to watch my budget, too," he said. "I can't just keep pouring out more money." 'Not an oddity' But Metro government's attorneys Keli Oliver and Derrick Smith argued that minimum fares are used in other cities as one way to regulate the industry.

Plus, the two said, nothing in the ordinance prevents Metro Livery or any other company from charging the $45 minimum fare once and then providing vouchers for free additional rides. Matthew Daus, a New York attorney and former chairman of the New York City Taxi and Limousine Commission, was hired by Metro government as an expert witness. He said minimum fares help differentiate between classes of for-hire cars taxis versus limos, for instance. They also can help provide livable wages for drivers, prevent poaching and help customers avoid confusion about how much they will expect to pay, Daus said. A minimum fare can help improve the industry and has been in place elsewhere for decades, he said.

New Orleans has had one since 1956 and Portland, adopted a minimum fare in 2009, Daus said. "A minimum fare is not an oddity," he said. Brian McQuistion, director of Metro government's licensing commission, said the new rules are designed to better define the differences between taxis and other for-hire vehicles. He said he initially favored including a minimum wait time but the Metro Council ultimately opted for the minimum fare. The Tennessee Livery Association, which backs the new rules, first proposed the minimum fare, McQuistion said.

In the end, Oliver said the issue is not whether the minimum fare is right or wrong but whether Metro government had a rational reason for putting it in place. It is not improper for a legislative body to pick one method of regulating an industry over another, she said. Sharp said he expects to issue a ruling in the case later this week. Contact Duane W.
