Katell Keineg isn't subversive enough to be ordinary on "Jet," her second album. Rather, she embraces the expectations of eccentricity and, if anything, ups the stakes for her contemporaries. The Dublin-based singer with roots in Wales and Brittany scales an ambitious range, swinging her pendulum from grandiose mini-dramas to unpretentious respites of quietude.

Keineg begins and ends "Jet" the same way: The opening track, "The Battle of the Trees," and the closer, By Chock Campbell Scripps Howard News Service EV3, En Vogue (EastWest) During a 3-year hiatus. En Vogue has been pruned and stunted. With the departure of Dawn Robinson, who's setting up a solo career, the quartet became a trio. And with the release of "EV3," that trio has lost its status as a trailblaz-ing soul group. Now Terry Ellis, Maxine Jones and Cindy Herron are struggling to keep pace with the female movement they pioneered.

The competition's tough, too: Brownstone, Changing Faces and Phajja even had the audacity to release albums that coincided with the arrival of "EV3." The new album shows flashes of the electrifying brilliance of past hits such as "Hold On," "My Lovin' (Never Gonna Get It)" and "Free Your Mind." There's the grinding soul of "Let It Flow," for instance, and the disarmingly sweet mid-tempo track "Love Makes You Do Thangs." Plus the new album includes the 1996 hit "Don't Let Go (Love)" from the movie "Set It Off' beautiful harmonies taunted by penetrating guitar chords, an En Vogue trademark. The rest of the album isn't quite so decisive. Certainly "Whatever," the Babyface-penned single, lacks pizzazz with its discreet percola- "Generation Swine." Better to say it's almost tempting to WANT to admire the group. There are no hip-hop loops, funky rhythms or rap breaks. It's just rock and roll baby! How fast that sentiment gets ugly when the heavy metal nightmare unfolds with the likes of "Confessions," "Let Us Prey," "A Rat Like Me" and "Shout at the Devil 97." After a trial separation of four years, lead singer Vince Neil and the rest of Motley Crue realized they couldn't survive without each other, so Neil got back with Tommy Lee, Nikki Sixx and Mick Mars, and they cooked up "Generation Swine." Making room for some crackling modern production and a few traces of techno, the group tumbles into a guitar orgy of desperately distorted noise.

The obligatory femme fatale song has a meaner edge an HTV VIP," sings Neil on and the pace swings from clomping drudgery to panicked hysteria Out Motley Crue happens upon a careening lilt in the chorus of the title track and is aided by a few cool studio tricks, but "Generation Swine" is merely a hedonistic apocalypse as seen by an unimagi low-key reflections that simmer into stately payoffs. Here an acoustic guitar is merely an appetizer for a complex song, and the album's cornucopia of instruments includes tamboura, bouzouki and lyre. But nothing's as complex as the singer herself. On "Smile," Keineg spirals out of engaging earthiness into unearthly vocal flips. She hypnotizes on the liturgical-feeling "Enzo '96," wears out the nightmare of "Mother's Map" with a flurry of taxing wails, leads a surreal march on "Ole Conquistador" and floats into an airy billow of cocktail music on "Veni Vidi Vici (I Came, I Saw, I Conquered)." There's often a sense of spirituality particularly on "One Hell of a Life," a glorified folk song where the charismatic singer writes her own epitaph: "When I'm dead, please don't philosophize or feel regret Just remember me when I said I had one hell of a life." "Jet's" insert is inadequate, devoted to blurry, random photographs and void of lyrics and proper credits.

Seven guitarists are lumped under "musicians," for example, but they aren't assigned to their respective songs. That's one unconventional move Keineg could have done without. Rating: 4 tion. "You're All I Need" scores OK as a light ditty featuring a shuffling rhythm and shoo-bee-doo backing vocals, and the a cappella "Does Anybody Hear Me" and smooth "What a Difference a Day Makes" are serviceable fillers. But the old En Vogue wouldn't have made so many missteps the button-pushing platitudes of "Eyes of a Child," the lethargic sterility of "Sitting by Heaven's Door," the routine "Right Direction" and the poorly written, overproduced "Damn I Wanna Be Your Lover" (no relation to Sophie B.

Hawkins' "Damn I Wish I Was Your Lover," unfortunately). What's more, the mind-numbing drivel of "Too Long, Too Gone" is the worst song in the group's history. Yet "EV3's" primary downfall isn't weak material, uninspired performances or rote production. The rodeo will feature free-style bull fights and World Champion Barrel Clown Rick Young. Known as the "Ragin' Cajun" from Tickfaw, Young has been a bullfighter and rodeo clown for more than 30 years.

He has worked rodeos from Canada to Hawaii, including the famous Sikeston J.C. rodeo in Missouri, the Calgary Stampede in Canada, the Fort Worth Rodeo in Texas and the Salt Palace Rodeo in Utah. Young was named the Professional Rodeo Cowboys Association World Champion Barrel Clown in 1991, 1994 and 1997 at the PRCA's National Finals Rodeo in Las Vegas. The award is presented annually to the top "barrelman" chosen by judges including Wrangler Pro Officials, PRCA rodeo announcers, the top 15 bull riders and the top 10 bull fighters.
