Educational funding not going where needed, lawmakers say BATON ROUGE (AP) Blanche Revere Long, Louisiana's first lady when Earl K. Long was governor, is dead at the age of 96. Her funeral will be at 1 p.m. Friday at Lake Lawn Cemetery in Metairie, with an hour of visitation beginning at noon.

Mrs. Long grew up in New Orleans and moved back there years after her husband's death in 1960. She died this week. "Blanche Long was a lovely lady whose heart beat for those less fortunate than she," former U.S. Sen.

Russell B. Long, her nephew, wrote in a statement released Tuesday. "I was proud to call myself her friend, and I always will be." Mrs. Long was born in Covington, the second daughter of Robert H. and Beulah Talley Revere.

She was 2 years old when the family moved to New Orleans. She studied psychology and commercial law at Tulane University for three years, then left to take a secretarial course at Soule College. She met Earl Long while working as a secretary to the president of an electric company. They married in 1932. Mrs.

Long had little interest in government before meeting Long, but grew to enjoy politics, said John Hunt, a nephew of Earl Long. "She would go with him everywhere," Hunt said. "She knew everybody in the state just like (Long) did. I can still picture her on that telephone, campaigning with him." Mrs. Long's time as first lady of Louisiana had its rocky points that attracted national attention.

The most notable was Long's affair with New Orleans stripper Blaze Starr later, the subject the Paul Newman movie "Blaze." In a 1989 interview, Mrs. Long blamed two strokes her husband suffered in the late 1950s on her husband's behavior change. "After two strokes, he was. never the same man that I had lived with for 29 years," she said. Earl Long died ten days after Louisiana voters elected him to Congress.

Mrs. Long didn't talk about her problems during those trying times, said friend and neighbor Katharine Dunham. "She was a lovely lady," Dunham said. Educators discuss school accountability because the Legislature wants it that way. Sen.

Tom Greene asked superintendents at the hearing if support workers should get a raise, or if all the extra money should go to teachers. Greene and Sen. John Hainkel also took issue with sabbaticals for rest and recuperation and the law allowing teachers to continue taking sick leave at partial pay after they have used all of their sick leave time. But, efforts to repeal those laws have been unsuccessful. State Education Department figures show that the state spent more than $60 million last year on sabbaticals and sick leave.

In Jefferson Parish, of the 147 teachers who took sabbaticals last year, 127 did so for rest and recuperation. Calcasieu Parish Superintendent Jude Theriot said his district spends $2 million a year on sabbaticals. The two committees hope to come up with recommendations for possible funding changes before the Legislature goes home on June 10. BATON ROUGE (AP) Michael Faulk, school superintendent in Morehouse Parish, said he cannot find teachers because the pay is so pitiful. But, he has stacks of applications on his desk from people looking for work as bus drivers.

Louisiana bus drivers are among the highest paid in the nation. The state's teachers are among the lowest paid. The Senate education and finance committees, trying to get a handle on how the $2 billion in state money is spent by the 66 school systems, said there may be too much spent on bus drivers, teacher benefits and other things. Frank Davis, financial officer for the Jefferson Parish school system, told the committee Wednesday that his parish spends more than $5 million a year for teachers to take sabbaticals for rest and recuperation. Teachers have that right because of a law passed years ago by the Legislature.

As for support workers, including bus drivers, Gov. Mike Foster has already said they will be included in any pay raise for teachers SHREVEPORT (AP) Louisiana's proposed school accountability plan might be unfair to teachers, said elementary school teachers at a meeting Wednesday. Central Elementary first-grade teacher Gwen Rogers said low test scores in some grades would unfairly tarnish the reputation of all teachers at the school, instead of those who are performing poorly. The plan calls for possible changes in school staff when stu Rogers suggested the state test students at each grade level to determine where the weak links are. A specific goal for test scores and attendance will be decided within the next three months, Johnson said.

Some educators have complained the state's plan offers no extra money or resources to try to boost low test scores and grades. But Johnson said the state's allocation of $70 million for the Minimum Foundation dent achievement remains low for too long. "It's not fair for teachers to be judged by the actions of another," she said. "I'd give up my raise to see children progress." Board of Elementary and Secondary Education President Keith Johnson and Accelerated Schools Program Director James Meza held a public meeting on low-performing schools. It was part of a series of BESE meetings across the state to gain input on the proposed plan.

Program and a possible $70 million for teacher pay raises provide enough means for change. Meza said if schools and their districts coordinated their goals, they could improve academics with the current budget. He said the Accelerated School Program, in place at 25 Louisiana schools, can help by restructuring curriculum to build on students' strengths.
