Eaton, chief county flood control engineer, was rushing the work of revising plans and specifications for San Gabriel dam No. 1 BO that it may be divided up in separate items to give the smaller contractors chance to bid, the Board of Supervisors received a new offer to construct the $10,000,000 water barrier. Charles Lee Powell, who gave his address as a Los Angeles office buflding, is ready to confer with the Supervisees at any moment on an offer to build the dam for actual cost plus 10 per cent, he stated. Mr.

Powell agrees to purchase all equipment, employ alt labor, house and feed all the men, superintend all construction according to plans and specifications, take charge of all transportation and complete the job so that it meets with the final approval of the engineer. The supervisors referred his offer to Engineer Eaton. Mr. Eaton hopes to have the new specifications ready for adoption by the board Monday, August 16. It is believed two weeks is sufficient time for contractors to estimate on various units of the job, which would mean that bids probably will be opened August 29.
