By THAO HUA and MARGARET MARTIN The Times Republican U.S. Rep. Jim McCrery will head to Congress for a third full term with the Ways and Means Committee on his mind.

McCrery, who buried the. eight-term incumbent Democrat Jerry. Huckaby in a landslide victory at the polls Tuesday, said the first thing he'll do is try to get on the committee, where he'll be more involved in debate on fiscal questions, deficit reduction and health care reform. McCrery won with 63 percent of the vote districtwide, according to unofficial results with 96 percent of the precincts reporting. He outpolled the 16-year incumbent Democrat in 10 of 18 district parishes including Caddo, Bossier, Ouachita and Lincoln parishes.

He's the first Republican congressman since 1876 elected to the 5th Congressional District seat. On Jan. 5, McCrery will be sworn into office. Huckaby had attacked McCrery for voting for a $35,000 congressional pay raise, President George Bush's "read my lips" tax increase and for being a "rubber stamp for the Republican Party." He had also tried to hit McCrery for being a lawyer, an incumbent, and a former lobbyist. A Minden native had also claimed that McCrery had had homosexual affairs. McCrery denied and ignored the allegations. McCrery declared victory as his wife Johnette stood by him and supporters shouted "Amen" and "God bless you." Emmett Womack, the clerk of court for Red River Parish, played the Battle Hymn of the Republic on a harmonica as the smell of victory filled the room. they're ready for change," Huckaby later said.

Prior to his defeat Tuesday, Huckaby said he had plans to return to Louisiana to live if he did not win the election. watched the returns in Monroe. "The makeup of the district was difficult to deal with. It served McCrery better than it did us," said Lou Gehrig Burnett, chief of staff. The campaign staff went into the day optimistic despite polls showing McCrery with a large lead. Huckaby hoped he would be helped by a high turnout with the presidential election, by the support of unions and by the phone banks he didn't use in the primary. But it wasn't enough.

Working against him: overdrafts at the House bank, his residence in Virginia and minimal support in Caddo Parish, where he had hoped to win 35 percent of the vote. Bossier Parish Community College student Tony Matteson, a campaign volunteer, was among those holding Huckaby signs in front of the television cameras at the Shreveport headquarters. Jerry Huckaby watched Tuesday's election returns hoping he could do what opponent Jim McCrery did in the primary election: surprise the pollsters in a loud way. But 16 years of service in Congress ended softly and somberly for the conservative Democrat. His voice cracked as he made a brief statement of thanks to his supporters in Monroe. "Tonight the people have said they're ready for change," he said. Plans to fly to Shreveport Tuesday night were canceled after vote totals showed McCrery would win easily.

"I feel very sad," said press secretary Sophia Blanks. "I talked with one of our workers in Monroe and she was in tears." A group of 25 or so supporters crowded into Huckaby's small Shreveport campaign headquarters, 855 Pierremont, to watch returns. They quietly ate carrot sticks and cucumbers, chips and dip, while watching Huckaby trail through the night.
