House to Begin Action Today on Tax Proposals receive minerals as royalty pay increases to all statewide elected officials except the governor.

The proposed pay increases are more than $5,200 for the custodian of voting machines and comptroller and more than $6,500 for the lieutenant governor, superintendent of education, insurance commission, register of the state land office, secretary of state, treasurer and commissioner of agriculture. ByBiUEbarb Times Ruston Bureau ARCADIA The Bienville Parish School Board in a special session Tuesday niyht passed a resolution calling an election Jan. 15 for the proposed $2 million Arcadia High School complex. The election will include propositions for a mil-lion bond issue and for a one -cent sales tax both of which would run concurrently for a period of 25 years and would affect only the Arcadia School Diirtrict No. 1.

The $1.3 million plus bond Issue would call for an 18 mill property tax while the sales tax, according to Supt. G. E. Rogers would provide approximately $500,000 toward the cost of construction of the new complex. An insurance settlement of approximately $160,000 for fire damage to the Arcadia High School Gymnasium and the junior high section of that school would be added to these two sources of revenue to produce the 2 million needed to build the new school plant.

In calling the election, the board also authorized Rogers to pay an option with the Ar- payments. Two bills were introduced and referred to committees. Rep. John N. John III of Crowley submitted a proposal which would boost the natural gas severance tax increase from the governor's proposed 3.3 cents to 15 cents per thousand cubic feet.

Also adopted was a resolution urging Congress to make efforts to allocate adequate fuel supplies to commercial fishermen, shrimpers and oyster fishermen. Ouachita School Tax Bill Killed Times Capital Bureau BATON ROUGE The House Education Committee deferred indefinitely with no opposition a proposed bill which would have allowed the Ouachita Parish School Board to create school districts for bond taxing purposes. The action effectively killed for this special session the bill, offered by Ouachita Parish Rep. John Enaminger. Ouachita Parish Reps.

T. W. Humphries and Shady Wall spoke against the bill. Rep. H.

Lawrence Gibbs, committee chairman, was also opposed to it, although he did not speak against the measure. The board also re established the Arcadia School District No. 1 boundaries and abolished the old School District No. 123 which included Arcadia, Bienville and Gibsland.

Another resolution passed by the board named the polling places and the commissioners for the election. Richard Turner, principal of Arcadia High School and chairman of the Organizing and Building Committee which laid the groundwork for the proposed school, said that the committee agreed with the board that the election should be set as soon as possible. Bill Beck, a New Orleans bonding attorney, told the board that with the 18 mill figure proposed for the bond issue would decrease as assessments in the school district rose. According to Beck, the decrease in millage caused by increased assessments has already been noted in the Arcadia area. According to Beck, a bond issue voted in Arcadia several years ago levied a I0h mill figure on taxpayers, but by the time the bond issue was retired, rising assessments had reduced the millage to only mills.
