A "Good Work, Arkansas" campaign has a budget of $32,000 in state tax dollars and will use stickers, labels and posters to identify Arkansas-made products in more than 750 stores statewide.

The ads are to begin this week, halt Aug. 15 and then resume in November, organizers said. Clinton stars in the scries of TV ads with state products. Glascock, in a letter hand-delivered to all Little Rock television stations on Tuesday and mailed to all other TV stations in the state, asked that the commercials not be aired as long as they feature Clinton. Glascock said that TV stations which choose to air the commercials should give equal free time to White to address the economic situation in Arkansas.

"We believe that this campaign is an attempt by the Bill Clinton campaign to circumvent campaign finance and reporting laws and that this committee is nothing more than a Bill Clinton political action committee," Glascock said. (AP) -Tracor-MBA Inc. will be barred from manufacturing military flares at its East Camden plant unless more than two dozen safety violations are corrected, the Defense Department said. Fifteen people have been killed and dozens more injured in accidents at the plant.

The safety violations were discovered by a government inspection team in May. In a memo from the Defense Contract Administration Services agency, Tracor officials were told May 19 that they could not restart a portion of the manufacturing operation that was shut down after an explosion in August resulted in three deaths. The memo said DCAS had concluded that the plant safety program was not satisfactory and that Tracor should be advised not to begin production on live flares for the government until the company can demonstrate an effective program and compliance can be verified. Military contract work accounts for virtually all production at the plant. "It's in Tracor's court now," a DCAS spokesman said Monday.

"We have recommended that no more work be done until Tracor gets all those problems ironed out." Production at the East Camden plant has been greatly reduced since the August explosion, which damaged a building where pyrotechnic powders were blended. Tracor has rebuilt the damaged area. The blending operation is essential because it is the first step in the manufacturing process. East Camden is in the 4th District of Rep. Beryl Anthony, and a spokesman for the Democrat said DCAS officials had briefed the congressman on the situation and told him that the plant had received poor marks in an inspection.

"The bottom line is, if Tracor doesn't correct these, they're going to be out of business," the spokesman said. Violations discovered during the May inspection included improper storage and disposal of combustible materials, improper electrical grounding of equipment, poor housekeeping and overloading of explosives in a work area. "The Tracor MBA safety problem remains inadequate," Robert M. Broback, the DCAS quality-assurance chief, said in the memo. "While I support this contractor's efforts to correct the defects as they are found, the fact that my safety specialist can identify defects in the numbers and severity identified indicates the current safety program is not SOt OPEN JULY 4th.
