"The overwhelming policy in the United States is to tell kids to say no to sex." Senderowitz and several others involved In adolescent pregnancy programs criticized as unrealistic and overly simplistic the federal gov ernment's strategy of promoting abstinence.

That philosophy, they say, sets a tone for state, local and private programs and has a chilling effect on other approaches. "When teen-agers hear 'Just say they laugh at that" said Dan Daley, a policy analyst at the Alan Guttmacher Institute, a nonprofit health research organization in New York. 'Just say no' doesn't help a teen-ager who has already been sexually active. One answer for all teen-agers is unrealistic." The birthrate among teen-agers age 15 to 17 jumped nearly 20 percent in three years, reversing a 16-year trend of declining or stable rates. Among older teen-agers, the rate rose 7 percent from 1986 to 1989, the agency said in a report The statistics have reignited criticism that pregnancy prevention programs are insufficient and that the nation's approach to teen-age sexuality should be re-examined.

WASHINGTON A higher proportion of teen-agers are giving birth than at any time since the early 1970s, and the National Center for Health Statistics has attributed the Increase to an equally dramatic rise in the proportion of teen-agers who are sexually active. Among 17-year-old girls, for example, 51 percent were sexually experienced in 1988, up from 36 percent in 1980. For 15-year-old girls, the figure rose from 17 percent to 26 -him of a potential sponsor. After that sponsor pledged support, he said he decided to go ahead. But, he acknowledged, he never got that commitment in writing.

He declined to name the sponsor. On the Monday before the event, Campbell said, the sponsor he bad been banking on backed out, which, left him without the $100,000 that he was supposed to pay the hotel. BEVERLY HILLS, Calif. For nine months, Lyle Alzado bad been suffering from a terminal brain cancer that made him a hostage of his once-powerful body. Only it never happened. In Los Angeles, where celebrity benefits are routine, pockets are deep and Hollywood endorsements are dime a dozen, the unthinkable had happened. A "star-studded event" Involving some of the city's best-known organizers didn't come off. When the call came, Alzado was already bundled up in his new Christmas scarf and coat, ready to walk out the door so he would arrive at the hotel early to avoid the paparazzi. His wife, Kathy, tried to break It to him gently.

But Alzado took it hard. All afternoon, he just sat there. Silent. Alzado wasn't the only one ken by the cancellation. Shock waves yent out through the whole gossam- er societal web out of which such events are woven: fund raisers, florists, caterers, public relations firms, beauty shops, agents, security guards, camera crews, media.

"This is nothing I've ever encountered before," said Kevin Deverich, general manager of Merv Griffin's Beverly Hilton Hotel. "I can't remember anything canceled on this short a notice that wasn't related to some significant national disaster." 1 As a public relations move, the event was a disaster. Rock 'n' roll star Jerry Lee Lewis broke his trader tmark rule "You don't pay, Jerry Lee don't play" and flew out from Memphis on a chartered plane billed his manager's credit card. Journalist Maria Shriver, who J-jliad broken the story of the cancer blamed on body-building steroids, didn't get word of the cancellation and showed up at the Hilton. There, she and others found a brief notice saying the event had been canceled.

"How could anyone let this happen?" a volunteersaid she asked. A week later, people are still asking. The most that can be said for sure is that the corporate sponsorships that Alzado's manager, Greg Campbell, said were going to underwrite the event, never materialized. And Campbell, who wore out his knees all over town pleading for someone to save the show, ended up having a mild heart attack. Sitting in a pizza parlor late this week, looking haggard and far older his 43 years, he explained that he had never organized an event like 'this before.

Near tears, he said he had relied on the word of others and been let down. "I take full, responsibility," he said. "But I must look like a damn fool, don't A wiry man, Campbell had been Alzado's business manager for 15 years when Alzado's cancer was diagnosed last April. In May, Campbell decided to organize a tribute for his friend. Elise Kim, chief executive officer of the charity Athletes and Entertainers for Kids, wanted to set up a steroid education program in Alzado's name.

In September, they decided to work together on a combination tribute-fund raiser that guaranteed the charity $100,000. Campbell said Alzado would also be paid an appearance fee that would help htm with his bills. "Everything was going to be the best for Lyle," he said. The total budget was to be about $400,000. Though professional fund raisers like to get corporate guarantees six to 12 months In advance for such events, Campbell thought he could do It In two.

Convinced that corporations would come through, Campbell's company, Campbell Entertainment Corporation, sent out thousands of Invitations "complng" friends, family and celebrities. But by Jan. 1, the only corporate donations were $75,000 from the Raiders and $25,000 from Occidental Petroleum.
